DELHI MORE ALARMED THAN COLOMBO OVER MULLIVAYKAL (M’KAL) MASSACRES AND SRI LANKA (SL) WAR CRIMES – Groundreport.com December 05, 2010 A RE-RUN
Sri Lanka is at it again; playing games to Delhi’s distress. The use by date to SL of Shiv Shankar Menon‘s ‘Anti-Tamil dialogue… (with) Rajapakse’ passed once the LTTE was decisively defeated and North SL sufficiently militarized to silence the Eelam Tamils into total subjugation. SL never imagined this level of success for its genocide. Strangely the support of contacts/plants in positions of trust in the exalted international instrumentalities (UN) enables SL to avoid accountability for its crimes against humanity thus perverting the course of justice that the genocide victims deserve.
A (Nambiar) virus has infected the UN; its source is traced to Delhi; the approach to SL’s crimes of both the UN and Delhi is equally dodgy. Delhi explains that its approach to SL crimes is driven by India’s geo-politics (the China threat). In contrast as a mandated UN without geo-politics of its own it should have moved faster on the crimes issue. Country geo-politics interfering with UN action only occurs when the UN officialdom compromises UN’s mandated neutrality in delivering justice to the victims. The UN officialdom is expected to shed their narrow party geo-politics (real or phony) of their country of origin to ensure that the humanist ideals of the UN are scrupulously upheld.
Unfortunately the present UN officialdom has not lived up to such expectations on the SL genocide crimes issue; the conduct of key UN officials (Nambiar and..) contributed to developments that led SL to commit ‘war crimes and subsequently deliberately delaying or not acting to hold SL accountable for its crimes against humanity’.
Analysts express fear that the Delhi Keralite mafia officialdom virus that infected the UN officialdom is hindering the UN and its associate organs from duly discharging on their mandated obligations. It is a sad day for UN an august organ meant to serve humanity to be successfully hijacked by its own errant officials. The UN ‘expert panel’ referred briefly to these shortcomings in its report. The conduct of Nambiar in the murders of the white flag waving prisoners of war offering to surrender is deeply suspect; so is Ban’s conduct allowing Nambiar to remain in a capacity to pervert the course of justice in the ‘white flag’ affair. UN appears to be adopting a Delhi’s style of politics, thanks to Nambiar, compromising the standards expected of that august body. UN officialdom in the past had an unblemished record. This brings to mind Kofi Annan’s leadership. The UN officialdom has allowed the geo-politics of certain countries to directly or indirectly pervert the course of justice that the victims of SL genocide seek and deserve.
Likewise the Delhi officialdom created a dismal SL appeasement predicament for itself? Until May 2009 SL keenly sought after Delhi’s support to vanquish the LTTE; in the process Delhi lost the proven key Indraji lever for dealing with SL. Now Delhi is chasing to over-appease SL to win it over (without success) from moving any more closer to China to keep the China threat away from India’s doorstep. The China threat in the Southern flank is a post 2004 UPA creation; the Keralite mafia was associated with it.
More serious is the deeper straits Delhi is in; for which it is compelled to caress SL Gothabhaya, pleading that he refrains from implicating Delhi in the SL crimes. Delhi is now a virtual prisoner of its own making. As an analyst pithily queried Delhi ‘Why will Sri Lanka not develop relations with China (further), even if India does everything to placate the current regime’? Delhi ‘crying wolf’ for domestic political purposes is normal but the reality is that the Keralite mafia inspired China threat has moved close enough to haunt Delhi forever. .
Yet the compulsions behind Delhi’s latest diplomatic offensives to appease SL post-LTTE is to piously avoid comments on the horrors of the SL genocide crimes, the M’kal (M’kal ) massacres despite the UN ‘expert panel’ report and the epic ‘Killing Fields’ documentary. Hence the original Delhi more alarmed than Colombo over the M’kal massacres and Sri Lanka (SL) war crimes’ Groundreport.com December 05, 2010 discusses Delhi’s collusion in the SL war against the Tamils since 2004. On the basis of numbers Delhi’s insensitive claim that the 40 000 killed in M’kal itself within a few days is collateral damage (even in major wars the collateral damage are not on this – 40 000 lives lost scale) but to the civil humane international community it is a crime against humanity. Delhi the best informed on the SL’s vicious ethno-religious war that ravaged over six decade where the majority Buddhist-Sinhalas engaged in the systematic killings has successfully ethnic cleansed the country of Tamils.
Now SL fully aware of Delhi’s plight effectively demands that Delhi show prowess in quelling Tamil/Indian rumblings over SL’s genocide and their support for the international community’s war crimes initiatives. Colombo’s game plan flaunting the ‘in the loop’ card is to extract more and more appeasements from Delhi until its regional influence like that of Israel in the larger Arab world is acknowledged by Delhi; a demand Delhi is certain to accede to. This underpins SL’s continuous harassment of the TN fishermen in the post LTTE period. Delhi’s conduct of SL relations despite SL’s provocative, menacing and oft repeated ‘mind your business’ messages dismays most Indians. SL assuming an Israeli like role in the region means that Delhi’s standing as regional power is bound to erode, facing a more menacing SL stance, a humiliating prospect that Indians around the country are unlikely to relish. Delhi Keralite mafia took India into this mess and continues to live with it just to avoid facing international courts for the ‘close group’s’ involvement in the war crimes. Delhi and TN benefitted from the protection of the Sea Tigers who kept the SL navy confined to its bases in the Northern SL waters for decades until 2009. Now the inaction of the more powerful Indian navy under orders from the top despite repeated aggression of the SL navy on TN fishermen leads Tamilians to wonder whether Delhi is merely appeasing Colombo or has it effectively exorcised TN from the Indian Union. The Keralite trio’s trade off for Colombo’s goodwill is gifting away de facto a sizeable portion of TN fishing grounds to SL; Katchchativu was likewise gifted away by Delhi in which a joint SL-China strategic navy base is about to be built. This will painfully throttle sea traffic between India’s east and west coasts; a phony geo-politics that the Delhi/Colombo axis expects the TN ‘jokers and clowns’ to swallow.
How grave is the China threat to become another ‘compulsion’ in Delhi’s political debates? Gothabhaya Rajapakse alarmed over the leaks of the M’kal massacres captured in aerial photography hurriedly hinted at the ‘in the loop’ involvement of the Keralite trio in the M’kal massacres. Gothabhaya’s reasoning for apportioning part of the blame for the massacres to the ‘in the loop’ Delhi trio was the trio’s pressures to advance the final assault on the Tamils to mid-May 2009 when there were massive numbers of civilians in the area targeted for attack. The civilian casualties being Tamilians were not material to the anti-Tamil Keralite mafia andtheRajapakses alike. RAW’s battle zone over flights confirmed to the Delhi trio on the heavy civilian concentrations in the area targeted for attack.
For apportioning part of the guilt to Delhi, General Sarath Fonseka has vouched that the final assault was originally scheduled for August specifically to avoid heavy civilian casualties giving time for the unbearable living conditions (itself a crime) that SL enforced to force the concentration of civilians in the Narayanan’s ‘no fire zone’ to thin out. The Keraite ‘in the loop’ trio (Menon included) insisted that the final assault be brought forward to May 2009 to give Delhi’s Congress party an electoral advantage. For the Keralite mafia trio’s trade off of 40 000+ Tamilian civilian lives were measly for the unrealized electoral gains for the Congress party..
‘A question that troubled most analysts over the massacre was whether in fact the ‘in the loop’ trio acted .. without clearance from their political masters in Delhi. Media reports unravel the role of ‘a close group’ in Delhi ..(dealing)..directly with the SL war..comprised.. the Keralite trio, Sonia and Pranab Mukerjee, (Menon and Pranab were External Affairs clones). Pranab visited Colombo during the critical phase of the war to remote control the Delhi trio; also.. to Chennai to warn the DMK CM embroiled in the 2G scam to douse the TN Tamilian anger in preparation for the final assault, civilians or no civilians, or else!. The renowned..Professor Bellamy. .refer(ed) to the role of Sonia’s ‘personal caprice’..This ‘close group’ acted in concert on the timing of the assault thus giving SL grounds to expect Delhi to share in the massacre guilt’.
Also Mahinda Rajapakse’s forthright statement that SL ‘fought India’s war’ and in the process committed the crimes that SL is accused of. B Raman’s thoughts on Sonia’s style of using her office as Congress chief giving her a role as chief of the ‘closed group in the M’kal massacres. According to Raman ‘We have been subject to a peculiar system of governance since 2004 where real power seems to be wielded by Sonia Gandhi in her capacity as head of the Congress. There has been an unseen but unquestioned power which has been exercising a compulsive influence on decision-making ..’ In the circumstances accountability for the M’kal massacre is diffused that PM Manmohan as head of the official political establishment was subject to the compulsions of Congress politics’; evidence point to the Keralite mafia taking orders directly from Sonia the Congress party’s high command. PM Singh now adds to his list of compulsions the ‘compulsions of Congress politics’ for the M’kal massacres‘. Manmohan not long ago used the ‘compulsions of coalition politics’ to explain inaction on the 2G scam. How the ‘compulsions’ logic will stand up morally and before any international tribunals is unknown. Diffused command structures in Delhi politics, nurtures unofficial ‘groups’ to by-pass official channels to undertake deeds bordering on criminality, making a mockery of accountability for crimes nationally and internationally.
There are clear signals that the Rajapakses will implicate Delhi in the massacres, if Delhi moves away from its present stance on SL’s crimes. Hence Delhi’s defensive posture compels it to act more and more irrationally. Delhi’s hard appeasement sent the Keralite mafia Menon on his June visit to Colombo to officially commit to Rajapakse to overrule the TN CM’s call (and TN Assembly resolutions) for economic sanctions and their support for war crimes action against the SL President; affirm that India will ‘not compel SL to implement the 13th Amendment’; all to hurt the sensitivities of the TN CM and the 70 million Tamilians. Delhi tamely agreed to President Rajapakse sinister demands for a one-to-one meeting only with his deeply trusted (lieutenant) Menon breaking with protocol leaving out the other two members of the team. The suspect iconic one-to-one tete a tete between the then SL President Jayawardene produced a brainwashed political novice Rajiv into acting against a phony separatism in TN; a Greater Tamil Nadu that included Tamil Eelam. This resulted in a total reversal of the time tested Indraji’s SL policies and the beginning of a series of Indo-SL policy failures and the predicament that Delhi is in today. Now Nirupana Rao visits Rajapakse again for another one-to-one meeting ‘breaking with protocol’ for a briefing on the specifics of SL’s mandate for Nirupana: (note the irony of Delhi bureaucrats serving two masters at the same time). Ms Rao’s US posting is a critical one expected to have a major impact on the progress of SL’s crimes initiatives; any sinister move to deny the victims of SL genocide by the Keralite mafia will eventually unravel as is Sonia’s role in the M’kal massacres.
Menon according to the SL media reports (not contradicted by Delhi) has ‘.. guaranteed that India would stand by Sri Lanka and would do all possible to thwart any action by the UNHRC would take..(on SL’s genocide crimes)’ is to deliberately provoke a TN/Central confrontation to set the pace to end the rule of a non-UPA regime in TN. The Keralite mafia has a record of indulging in such mischief nurturing Tamilian/TN alienation from Delhi. Narayanan engineered the dismissal of a DMK regime in the 1990s. Menon/Ms Rao are pour cold water on the Tamil’s longing for an UNHRC action through the ICC to safeguard Tamil lives and their continued survival in SL. ICC proceedings is the only deterrence on SL’s genocide instinct from running amok again.
Menon’s Colombo visit was primarily to reassure Delhi’s support for Rajapakse to launch SL’s final genocide assault on the Tamils snubbing Jayalalitha’s urgings to Delhi to stop SL genocide forthwith. The biggest impediment to Rajapakse’s genocide plans is the threat of war crimes proceedings delaying the final phase of SL genocide to complete SL’s ethnic cleansing of the Tamils in SL. The Menon-Rajapakse one-to-one tete-a tete is about Delhi’s committing to support Rajapakse in overcoming the war crimes obstacle; in the process dooming the future of Tamils in SL for good. The world seethes in anger but Delhi’s indifference or support for more SL genocide is appalling. ‘If foreign policy is about anything, it should be about stopping this kind of inhumanity’ (a reputed analyst). Readers may wonder what has happened to the humane legacy that Mahatma bequeathed to dharmic India’.
Perhaps Rajapakse’s much feared ‘in the loop’ weapon compels for Delhi to keep supporting an obnoxious genocide besmirching the image of dharmic India. Rajapakse’s ‘plants’ in key places (Delhi, UN) are working hard enough to carry forward the anti-Tamil crusade to its logical conclusion, overcoming the international community’s war crimes initiatives. The ‘plants’ (especially Menon) delivered on the conditions (subjugation of the Tamils) for Rajapakse to plan for India’s role in the next phase of the genocide.
Those holding important positions in Delhi need to have impeccable credentials at least as Indian patriots. This is sadly missing amongst the Keralite mafia trio whose strong anti-Tamil prejudice surface when the Menon/Narayanans reportedly belittle fellow Indian (TN) leaders ‘jokers and clowns’. Menon during his June visit held out that Delhi will pressure Jayalalitha to perform the meek Karunanithi act, namely cave in to Delhi’s line silently. The anti Tamil prejudice tainted Menon’s patriotism drives him to over appease Rajapakse at the expense of compatriots the TN Tamils and their leadership. Though embarrassing to Delhi, Menon created political confusion over Hilary Clinton’s visit to Chennai. Hilary is not a dogmatic Bushite unlike Manmohan Singh. An analyst of repute in ‘theweekender.com issue 28 July 2011 openly declared ‘The entire Western world, including the USA, is now convinced of the genuineness of the vanquished LTTE’s liberation struggle’. Menon/Delhi attempted to ‘put a lock over the liberal mouth of Hilary Clinton’; in line with the calculated silence of the Indian Government over SL’s crimes. However the upright Hilary met up with Jayalalitha and discussed the plight of the Eelam Tamils despite Delhi and Menon. The much hyped up June 2011 visit instead of addressing the political solution to the Tamil problem indulged in appeasing SL by hi-jacking the UN’s crimes against humanity initiatives to save SL and those whom (Narayanan and Menon) Gothabhaya would implicate in the crimes. Is a desperate Delhi (Menon) also reaching out for Rajapakse’s assistance to keep the China threat at bay? Will these extricate Delhi from the dilemma that India is in?
Delhi’s predicament will remain as long as Delhi’s policies are driven by the personal interests of the Keralite mafia. World opinion against SL genocide has hardened that the prospect of SL’s crimes against humanity going away is remote, Delhi or no Delhi. In India as well opinion both media and at the political level is urging a major policy change in Indo-SL relations and TN CM Jeyalalitha for mainstream Tamilians is forthright in urging Delhi to support UN’s crimes against humanity initiatives. Delhi under Menon is moving against this tide into the zone of international isolation that SL is in. Prof Surianarayanan in his recent piece ‘Sri Lanka- Myths and Realities’ in SAAG argues that TN delivered a massive defeat for Menon /Congress ‘close group’s’ anti-Tamil policies, in effect it was a vote of no-confidence on Menon’s adversarial anti-Tamil SL mindset. ‘That, makes Menon a misfit in his present role and has to be removed along with his SL appeasement policy more so when Menon’s personal interest conflicts with the interest of India. ‘The Keralite trio’s SL appeasements have failed; its continuance will show up as grave mistakes and harm further India’s interest.’
