Srinagar,July 23 (Scoop News) -Public Accounts Committee (PAC) of Jammu and Kashmir Legislative Assembly headed by its Chairman, Rafi Ahmad Mir on Monday asked the Lakes and Water Ways Development Authority (LAWDA) to shift those Dal Dwellers who have been given compensation and allotment of land immediately.
Legislators, Vijay Bakaya, Bashir Ahmad Magray, T. Namgyal, Feroze Ahmad Khan and Syed Basharat Ahmad Bukhari gave their suggestions for the improvement of the Dal Lake. The Committee asked the Director Land Records Kashmir to furnish map (Bandobast) of Dal Lake before the Committee for its scrutiny. It observed that the demarcation of Dal is important as it can help in checking encroachments.
Threadbare discussion was held on various CAG’s Audit Paras, Master plan preparation for Srinagar city besides functioning of the LAWDA, Srinagar Municipal Corporation (SMC), Srinagar Development Authority (SDA) and Local Bodies.
While deliberating on master plan, the Committee urged for seeking public opinion, experts, and architects and involve all stake holders including R & B, PHE, Irrigation and Flood control departments before finalizing the plan. The panel stressed for strict implementation of laws regarding ban on conversation of agriculture land for commercial purposes. The Committee also urged for strict action against violation of land use adding that residential areas should not be allowed for commercial purposes. The Committee also directed the concerned authorities to prepare Srinagar Master Plan within a time frame.
Discussing Local Bodies sector, the Committee directed the Director Local Bodies, Kashmir to furnish information about rehabilitation scheme of Gulmarg, Phalgam and Kokernag besides list of shops to the Committee for its examination. The Panel also directed for upgradation of Chankhan Turibal road on priority.
Deliberating on pace of Sewerage Treatment Plants (STPs), the Committee directed the LAWDA to connect 100 % households living in the periphery of Dal Lake with these STPs.
On the occasion, the Prinicpal Secretary Housing and Urban Development briefed the committee about the measures taken by the department for conservation and beautification of the Dal Lake. He said government is committed to preserve the Dal.
Among others, Principal Accountant General, J&K Dr. S.C.Panday, Director General Accounts and Treasuries Wali Mohammad Bhat, Vice Chairman, LAWDA Irfan Yasin, Vice Chairman SDA Khawaja Farooq Renzu Shah, Commissioner SMC, Dr. G. N. Qasba, Director Local Bodies Kashmir S. A. Laharwal and other officers of LAWDA, SMC, SDA, Local Bodies and Assembly Secretariat attended the meeting.
