Speaking at the meeting, the Minister said that on receiving a complaint from the locals of Kartholi and Birpur about encroachment of a huge mass of the government land by a person, he directed the District Development Commissioner, Samba, Mubarak Singh and Assistant Commissioner Revenue, Samba Bansi Lal Sharma to rush to the spot and retrieve ‘Shamlat’ land measuring 1069 kanals from the person named in the complaint . After visiting the site at Kartholi, he said, the attestation of mutations No. 1501, 1503 and 1505 of village Kartholi was stayed by Collector(Additional Deputy Commissioner) Samba on the basis that how sale and purchase of such a large chunk of land has been affected and the same has been managed by one person in violation of rules, as the land use cannot be changed as per the relevant Act.
The Minister said the district administration, Samba has also retrieved 153 kanals 18 marlas of State/Auqaf/Custodian land from land grabbers at Chak Nanak, Ramgarh, Samba, Salmeri, Pekhri, Ghagyal and Birpur villages of Samba district.
Describing the timely eviction of encroachment on the government land as a great success of the department, he directed the Revenue Officers and Officials to further intensify the drive and retrieve the state and EP land where ever it has been encroached. He warned the officers against any laxity in this regard and said stringent action against those who would fail to comply with the orders. He also sought the cooperation of police department in the drive of Revenue Department against the land mafia.
Bhalla asked the Revenue Officers to fence all Government land sites in their respective areas as per revenue record to keep the habitual grabbers at bay. He asked them to retrieve Government land with full force under Common Land Act 1956 and put sign boards of the concerned departments for the knowledge of general masses. He appealed the people to extend their cooperation in identifying the encroached Government land in their respective areas.
Raman Bhalla asked the land grabbers to surrender the State and Evacuee Property land across the State voluntarily, otherwise Public Safety Act (PSA) would be slapped against them adding that Government is planning to use the state land available at various places for construction of public property like schools, tube wells, over head tanks, roads, bridges, offices, hospitals and multipurpose community halls etc.
Bhalla informed that the Custodian, Jammu, Abdul Majid Wani has also retrieved 12 kanals of EP land under Khasara No. 355 costing Rs. 5 crore from the grabbers at Data-De-Talab in Bari Brahamna.
He further informed that the Housing Board authorities retrieved Government land measuring over 50 kanals on National Highway Channi Himmat road costing Rs. 200 crore from one grabber. He asked the officers to prepare a site plan for construction of amusement park on the vacated land adding that the Government has earmarked Rs. 1 crore for the purpose.
