In one link they are very clear on those people who do not qualify for service in the SVR:
“In accordance with the law “On foreign intelligence,” “On Military Duty and Military Service,” “On State Secrets”, “On Civil Service of the Russian Federation” can not become a citizen of the Russian Foreign Intelligence Service officer of the Russian Federation, which is:
