Jammu, March 12 (Scoop News) – Initiating discussion on the Demands for Grants on the Ministry of Rural Development, Law and Parliamentary Affairs, Harshdev Singh called for effective implementation of all centrally sponsored schemes so that benefits of these reach to the needy and deserving people.
He sought enhancement in the outlays meant for model villages and stressed on creating more model villages. He also appreciated the endeavour of Rural Development for providing Rs. 15 lakh to each MLA for Panchayat Development.
Ch. Mohammad Ramzan demanded effective implementation of MGNERGA scheme so that people get benefits as envisaged under the flagship programme. He demanded thorough study of 73rd amendment in Panchayati Raj Act for incorporating useful points to make these institutions more credible. For speedy settlement of court cases, he demanded setting up of additional courts in far off areas of Kupwara district.
Abdul Gaffar Sofi called for judicious use of funds under various schemes. He alleged nexus in the department and said that employees were charging huge commission while clearing the bills. He sought remedial steps to curb this practice. He also demanded effective implementation of MGNREGA so that benefits percolate at grass-root level.
Lal Chand demanded decentralization of powers to the representatives at the grass-root level. He also called for creation of more model villages in Bani area.
M.Y Tarigami stressed on creation of Law Commission to undertake comprehensive review of legal system and remove obsolete laws. He stressed on social audit to ensure timely payment of wages and works to the job holders in rural areas.
Abdul Majid Wani appreciated the performance of the Rural Development Department and urged for rationalization of funds under IAY.
Mir Saifullah demanded setting up of additional courts in Handwara, Kupwara and Munsiff court for Trehgam. He also stressed on removal of stagnation in judiciary. He also called for construction of Lawyers Chambers in district courts and enhancement in Legal Aid Funds.
Ashwani Sharma appreciated the initiatives taken by the RDD for improving rural sanitation and development scenario in rural areas. He demanded speeding up acceleration of MGNREGA programme.
Balwant Singh Mankotia called for providing facilities to the rural areas at par with urban areas. He also demanded enhancement in the term of Panchayats from 5 to 6 years on the analogy of Assembly.
Ch. Zulfikar Ali hoped that the initiatives taken by the government in recent past will prove as guiding factor for successive governments. He demanded up-gradation of basic amenities in rural areas.
R.S. Sharma demanded early clearance of cluster of Model villages pending with the department to ensure early execution of work.
Er. Abdul Rashid while appreciating the initiatives of RDD demanded setting up of a library in Panchayats for the rural youth.
Charanjeet Singh appreciated the decision of the government for creating more posts of Gram Sevaks and stressed on their early appointments.
Nazir Gurezi demanded revision of rates of the works undertaken in far off areas under the MG NREGA in view of high cost of material in hilly and cut off area.
Mohammad Rafi Mir called for effective monitoring of works to ensure quality standards of works.
Sharief Niaz demanded issuance of election voter cards to left out people and urged for fixing criteria for construction of model villages.
Sukhnandan Kumar pointed out irregularities in finalizing BPL list in his constituency and pleaded revision in 2004 PWD rates.
T. Namgyal sought visit of State Human Rights Commission to Leh for making on- the- spot hearing of the poor people.
Feroz Ahmed Khan demanded involvement of women folk of Kargil in snow clearing works to provide them employment opportunities.
A.R. Veeri advocated stressed clear cut policy for appointment of VLWs and demanded their posting in the areas other than their localities.
