The 10th Governing body meeting of J&K Economic Reconstruction Agency (J&K ERA) was held here today under the chairmanship of the Advisor to Governor Mr. C. Phunsog, who is also Chairman ERA. The meeting was attended by Chief Secretary Mr. S.S. Kapur, Financial Commissioner Planning & Development, Mr S.L Bhat, Principal Secretary/Chief Executive Officer, J&K ERA, Mr. Pankaj Jain, Officers of Housing and Urban Development and Finance Departments.
The meeting reviewed the action taken report on the decisions of last governing body meetings and took fresh decisions for smooth and time bound completion of various infrastructure development projects in progress under Multi Sector Infrastructure Rehabilitation Project (MIRP) funded by Asian Development Bank (ADB).
The meeting also reviewed the physical and financial achievements registered in the state under ADB funded projects. It was told that in all 72 development projects at an estimated cost of Rs. 1058 crores are under execution in the State. An amount of Rs. 360 crores have been spent on execution of these developmental projects by August 2008 end. These include improvement and upgradation of roads, construction of storm water drainages, revamping of water supply lines, revamping of water treatment plants and construction of public toilets.
The meeting also discussed the progress on Jammu and Kashmir Urban Sector Development Investment Programme (JKUSDIP), which is second programme to be launched in J&K through ADB funding assistance. Under the programme projects to be taken up in Srinagar include development of scientific landfill site at Achan Srinagar and construction of raw water conduit from Rangil to Harwan while as construction of sewerage system for phase 2nd and widening of B.C. road besides construction of fly over Jammu.
It was also informed that under Component Technical Assistance (CTA) for JKUSDIP, the consultants have already finalized-preparation of SAR for Landfill site and Kotbalwal Jammu, pedestrian under passes at Jammu, underground parking at Srinagar etc.
Threadbare discussion was held on various agenda items which included progress of work on projects under Phase-II of JKUSDIP, progress of bridges allotted to JKPCC, creation of additional supervisory staff for civil works, strengthening of accounts staff, environmental units and safeguard measures, placing of contract specialist, increase in the remuneration of contractual employees of ERA reviewing of environmentally sensitive projects, short resettlement plans.
