The National Human Rights Commission (NHRC) on Friday asked the government to form a high level commission to investigate the cases of disappearances as 970 Nepalis are still missing.
Issuing a report, the commission has pointed out that the state forces and the Maoist ex-rebels caused the disappearances of 671 and 299 citizens respectively during the 10-year long armed insurgency.
Both the state and the ex-rebels had promised two years ago to make disappearance cases public as soon as possible but have failed so far.
The NHRC report indicates that the state forces killed 142 citizens under custody while the Maoists killed 21 after capture.
However, the report also states that the government has already publicized the disappearances of 1,427 people while the Maoists have exposed the cases of 739.
However, informal sources say about 5,000 people still remain disappeared.
The chairman of the NHRC, Kedar Nath Upadhyaya, speaking to journalists in Kathamndu, also urged the government to form a reconciliation commission.
After the Maoist-led government has recently been formed, the NHRC and INSEC have also asked the government to ratify the International Convention against Disappearances.
During the State of Emergency in 2001, Nepal had once topped the list of nations that disappeared their citizens.
