Activists in Kashmir are running scared and actions are being taken to bring penetration from across the border to a "very short level", Gen J J Singh (Army Chief) said on Friday. "Terrorists are absconding. The capitulation of terrorists is becoming frequent," Singh told the media after inaugurating the latest campus of the Army Institute of Hotel Management and Catering Technology here.
"We are taking all measures to make certain that permeation is proscribed and must be as less as possible.”Army Chief told infiltration practices are still being made, mainly through the summer period when the terrorists make more attempts to creep into Jammu & Kashmir since the "climate is favorable for that". "When it snows, it becomes complex," he said. "Consequently, similar to preceding years, we are prepared for this sort of strategy of the terrorists," he said, noting that the army had just thwarted a few penetration attempts.
"Army will persist to do that as no nation in the world can permit equipped men with weapons, explosives and other utensils to (infiltrate) in a concealed manner.”We are also cautious while "compliant" the surrender of terrorists. "While accepting surrenders, we should not accept some people who come with the purpose of surrendering to afterward carry out acts of disrupt and rebellion," Singh told. "Therefore we have to be a slight watchful about whom we accept," he remarked. The army has also framed measures with the help of the state police and the Intelligence Bureau to confirm the background of those who wanted to give up.
Army Chief believed information about the faction of terrorists is given to troops by the local people. “Army is being acknowledged more and more as guarantors of the safety of the common people. They are looking up to the army to give them a secure environment and they have discarded aggression," the Singh said. "The entire indications are making sure that our approach is flourishing and the circumstances in Kashmir and also in the northeast are incredibly healthy."
