Now Dr.Congress party’s operation of South Indian State of Andhra Pradesh is over in UPA-II Government Hospital. The operation is not done by professional Physicians. Operation is done with a raw knife as if an RMP doctor has done it, so what could be the fate of operated body is not known even to Physicians and to the Patient. Which body parts remain intact and which body parts get affected with severe septic is not known, as operation is done without anti-septic contents or other medically prescribed care and procedure. But one thing is clear to Doctor and Patient is that entire body has got affected and now it is looking something like, body without head or head without body. Now Patient’s kin and kith are raising hue and cry how to live without Head, as Doctor removed the Head and asked the body to glue a new head to the old body and they will bear the expenditure for buying a new Head. For this unique reasoning patient and his relatives are abusing the physicians in unprintable language and this world knows who are those physicians and their Hospital.
Now after division proposal by Congress Party and its CWC, in the State of Andhra Pradesh violence flared up in Andhra and Rayalaseema regions, as Hyderabad capital city is left to Telengana region, the capital city which is considered by the Andhra and Rayalaseem people as their Head, and other Telengana districts as their limbs. Now the Andhra Pradesh having Andhra and Rayalaseema regions is not having Head and Limbs. It acquired a form of ackward handicapped body. Any how operation is over, body got damaged.
Several political pundits from the State of Andhra Pradesh, even much prior to Congress Party’s decision to declare the State of Telengana, advised the Congress High Command to first adopt a systematic and legally acceptable procedure to sort out the issues that would cause severe skirmishes between the people of both the regions, to avoid future complications. But that was never heeded. The result is after declaration of Congress Party and Congress Working Committee’s (CWC) opinion on State of Telengana, Andhra and Rayalaseema regions have become like Smoldering Cauldrons, and led to violence and suicides against decision of Congress Party and its CWC, because none of the future problems, issues, Rights of the people of the region, Hyderabad capital issue, water issues between the regions, employment issues, pension issues of the long-time settlers of the Hyderabad capital city were addressed along with the declaration statement. The Pundits also warned that declaration of Telengana state by Congress Party would lead to secessasionism in the country and would flare up the new state demands and that is what we are seeing now across the country.
Apart from River Water sharing issues, another most important issue is that remained unsolved is the fate of Andhra and Rayalaseema middle class employees and other pensioners, having immovable properties and living in Hyderabad city for over five decades. Now in the opinion of middle class Andhra and Rayalaseema employees, middle class people and pensioners and senior citizens living in Hyderabad city, is their fate must be decided first.. The Andhra and Rayalaseema middle-class settlers having immovable properties say the Telengana state completion would never become realistic without deciding their fate first. They are questioning, “can Telengana people live with peaceful mind, by keeping Andhra-Rayalaseema people in the bed-room (Hyderabad city) in their house, to enjoy their privacy”. In fact after division, the regional hatred psychologically would further mount, and the gullible assurances of uncertain Politicians to protect the middle class Rayalaseema-Andhra government employees, private employees, pensioners, senior-citizens would remain as a myth, as Telengana state formation demand is based on very theory of disliking of Telengana people towards Andhra and Rayalaseema people. Otherwise Telengana State demand would never arise. If any one says that disliking and hatred theory is not correct, then the problem of division would never arise. And the world’s most insensible logic that is established in this region is “let us get separated like brothers and live together like brothers!!!!!!!!” Is there any sense in this? The world is laughing at this most insensible logic that is manufactured by the insensible brains. Why should they get separated, if at all they want to live together? There is no answer for this. Keep this aspect aside.
Telengana leaders have assured to the Andhra-Rayalaseema middle class people who have been living here that they can live here or leave this place as per their choice, but without telling what is meant by -“leaving the Hyderabad city”? Vacating their houses here and leaving their properties behind here for paltry sums and get away from this developed Metro city by packing their baggage? A very alarming, painful and unlawful suggestion put forth by many Telengana leaders in the discussions before the local Television channels is the Andhra and Rayalaseema employees must go back to Andhra, as there is no option for them, except to leave this place. Andhra and Rayalaseema politicians have given a very big empty hand for the Andhra and Rayalaseema middle class people living in Hyderabad city, and compromised for the political positions, and big packages to the Andhra and Rayalaseema region, and also with a view to get ruling positions, in case of divided Andhra Pradesh is confirmed by the Union Government.
The big losers in the political game is the Andhra-Rayalaseema middle class people, Pensioners, and senior citizens, who have settled in Hyderabad capital city by constructing middle class houses and buying residential flats. The critical issues involved here that are causing vehement apprehensions to Andhra-Rayalaseema middle class people living in Hyderabad city and other Telengana regions are:-
1)Even if big packages are given by the Union Government to the Andhra-Rayalaseema region, to construct new capital there and to develop that region, – in what way it is useful and ensure the safety and security for the Andhra-Rayalaseema middle class people living in Hyderabad city, having Residential Houses, Flats and Residential plots and government employment?
2)Giving multi-billion packages to Andhra-Rayalaseema regions means, getting contracts for the business politicians there, to construct Secretariat buildings, Assembly buildings, Judicial buildings there, helping corporate people to establish multi level complexes and high-tech cities to establish software companies, industries R & B contracts there – in what way it is useful and ensure the safety and security for the Andhra-Rayalaseema middle class people living here having Residential Houses, Flats and Residential plots and government employment,?
3)Most of the Andhra-Rayalaseema middle class people settled in Hyderabad city have sold out there properties and lands in Andhra-Rayalaseema regions some decades ago and invested here in construction of their middle class houses here. But in this state of adverse conditions where the Andhra and Rayalaseema people are disliked by Telengana people here, how do they survive safely and securely here in this Hyderabad city?
4)Political leaders from all parties are orally assuring that Andhra and Rayalaseema people living in Hyderabad city or in other Telengana districts would be protected by legal provisions for protecting them. How far it is feasible? Already there are fundamental Rights in the Constitution, that ensures equality before law, equal opportunities for all, free movement and property acquirement rights for all people any where in India. When these already exist in the Constitution, why again new laws to be enacted to protected Andhra-Rayalaseema people living in Hyderabad city? That means there is no confidence even in the minds of people who are cause for the division, that, such rights may not guarantee the actual safety and security of the Andhra and Rayalaseema settlers here.
5)Is there any guarantee that Andhra and Rayalaseema settlers would not be harassed by enacting new Telengana state land laws that would jeopardize the interests, safety and security of Andhra-Rayalaseema settlers?
6)Already Telengana agitators declared that after constitutional declaration of Telengana State, inquiries would be constituted on the Andhra and Rayalaseema business people, politicians and other employees, how they acquired properties, how they acquired employments etc.,? Does it not confirm the malafide intentions of Telengana leaders to trouble the Andhra rayalaseema people living in Hyderabad city or in other Telengana districts?
7)So many critical psychological, economic, political aspects would arise, that may further the apprehensions of Andhra and Rayalaseema middle classes people here, that can not be settled even by the laws or other enactments. Because already dangerous hatred is sown in the minds of the people.
8)Is it rational to try to address and solve such problems, by way of new legal assurances by retaining and detaining Andhra and Rayalaseema middle class people living here and causing psychological, economic and political harassment for them after Telengana state is constitutionally declared?
9)Does the dream of Telengana become complete, if the middle classes Andhra and Rayalaseema people stay back here, with their permanent psychological unsaftey and psychological disturbance much irritation to the cause of common Telengana people?
10)Now what the Telengana people saying that they were subjected to severe injustice, inequality, unemployment in the United Andhra Pradesh State under the rule of Andhra and Rayalaseema Political leaders, would the same situation not repeate for the Andhra and Rayalaseema middle classes people having acquired immovable properties, if they stay back in the Hyderabad city to live in new Telengana State?
In the wake of above critical situations and political developments, new proposals are coming from different quarters of the Andhra and Rayalaseema people or ‘settlers’ as derogatorily called by Telengana people, living in Hyderabad capital city. That is if at all the formation ‘Telengana’ state becomes imminent constitutionally, the Andhra and Rayalaseema people living in Hyderabad city are bringing altogether a new proposal i.e. Rehabilitation and Re-settlement Package (R & R Package) for Andhra and Rayalaseema middle people viz., middle class government employees, pensioners, and those who are having middle class houses and flats and plots living in Hyderabad city to protect their personal and property rights guaranteed by the Constitution of India. Since bifurcation of the State of Andhra Pradesh into two states is the proposal of Union Government, Union Government must be made accountable for conduction the Rehabilitation and Resettlement programme for the middle classes people of Andhra-Rayalaseema origin living in Hyderabad capital city since five or six decades, much prior to the formation of Telengana State.
Almost 99% of Andhra and Rayalaseema middle-class people living in Hyderabad capital city having immovable properties are considering themselves seriously as and demanding themselves to be recognized as ‘Telengana Affected People’ (TAPs). Hence, demanding for ‘Rehabilitation and Re-settlement’ (R and R package) package from the Union Government, directly considering them TAPs and demanding for R and R Package on the lines and methods of Compensation awarded to the people affected by the construction of Irrigation Projects. For example: if a big Irrigation project is proposed to be constructed, land would be acquired by the Government upon the request of Requisition department, and notification would be issued and Monetary Compensation would be awarded to the people whose lands/houses would be submerged in the proposed project or in other words whose lands would be effected by the construction of major irrigation projects. In such cases Monetary Compensation Cheques would be awarded to the Project Affected People as per the Land Acquisition Act, calculating the land values on the existing market rate, even much prior to the beginning of construction of Irrigation Projects. Under the Land Acquisition Act it is for the ‘public purpose’ the land would be acquired. But in the wake of serious political decisions, when some sections of public are seriously affected with such decisions, the ‘Private interests’ of such people must be protected first, by way of offering them Monetary Compensations, in lieu of political such decisions that would affect the Private Interests of the some sections of people.
The most effected TAPs are the Andhra and Rayalaseema middle class and employees living in Hyderabad city, who have constructed middle class houses, considering themselves as people of State of Andhra Pradesh. But now with the alarming political decision taken by the Union Government the Hyderabad TAPs are feeling their lives and properties would be endangered in the hands of agitators or in the new Telengana state, as the new government would make new state laws as Land Laws are subject matter of State, and in the wake of such situation their private interests and property rights would be endangered.
The oral assurances of the local Telengana political leaders before the media, that Andhra and Rayalaseema people living in Hyderabad and other Telengana districts can live safely even after formation of separate Telengana state, is not being trusted by the Andhra-Rayalaseema people. Instead the middle classes are opining that rich political people hailing from Andhra and Rayalaseema living in Hyderabad city can protect themselves by way of hook or crook, but what about the safety to the properties of middle class Andhra and Rayalaseema people living in Hyderabad city, is the big unanswerable question for them, once the Telengana State is formed. ‘Nothing would be in the control of new government without sorting out the problem of personal safety and security to the properties of the people of Andhra and Rayalaseema people living in Hyderabad capital city’ opined a senior citizen’.
Some of them are saying that even if Union Government offered big package to the Andhra and Rayalaseema regions to satisfy the political leaders there and to clear their way for formation of Telengana State, TAPs living in Hyderabad city would never be alleviated of their agony. “If monetary compensation cheques are given by Central Government diectly to us, fixing market value to our properties, out of the proposed Monetary Package, we and our children will leave Hyderabad city and live somewhere else to live peacefully resigning jobs here and buy properties elsewhere and do petty business there” said an old aged lady with full of tears in her eyes in the wake of news that Telengana state is going to be formed.
“Let the Union Government first buy our properties and transfer them to Telengana people or Telengana government or to whom ever they like, but tell them not to leave us in lurch here” said another retired person in a shivering voice. “If package is offered, that must be given in the form of monetary compensation chequs directly to the middle class TAPs in Hyderabad city, and not to the Political leaders of the Andhra and Rayalaseema regions or to the new Governments there” said another senior citizen in the similar voice. “So far the UPA government at Delhi never inquired about the opinion, agony and miseries of the Andhra and Rayalaseema middle class people living in Hyderabad city, but moving a head to divide the state for political benifits, because the Telengana state demand is not based on the reason of economic backwardness but only on the fact of hatred towards Andhra and Rayalaseema people” angrily said a women employee of a University at Hyderabad. If “R & R Package” is directly given to Andhra and Rayalaseema middleclass people living in Hyderabad city, who want to leave the Hyderabad city, that would not be objectionable even to Telengana people here – it is their option to live here or leave this place, but if compensation package is given to them directly, instead of to their political leaders in Andhra and Rayalaseema region, it would be better” said a University Research Scholar, very impartially.
“If compensation cheques, by fixing market value to their properties, are given to the middle class Andhra Rayalaseema people living in Hyderabad city, they will go back to Andhra-Rayalseema regions and construct new houses and colonies there and involve themselves in the construction of new capital in the Andhra-Rayalaseema regions, and this Compensation Cheques amount will be invested there in the development of that region. Other wise we would remain as most victimized people in the history of India and would live happily there and people of Telengana would also be happy, if we vacate the city” said a Retired government employee.
If TAPs are given the ‘R & R Package’ cheques directly to their hands by the Union Government they would become Direct Beneficiaries and they would again vote to Congress, in the next general elections, even if they move to other places and for having protected their property interests. This can be done immediately by getting passed an executive order and later by passing a new enactment in the Parliament i.e. “R & R Package” to TAPs” for which Telengana people would never raise objection. This package must be part of the big multi-billion package being offered by the Union Government to the Andhra-Rayalaseema regions, for development of a new capital there. Then Hyderabad TAPs would become part of the development of the New Andhra and Rayalaseema region. All such decisions must be taken up on Fast Track basis before next general elections, to capture vote bank and prior to formation of Telengana State. This could be the only professional solution for Hyderabad capital city dispute that would turn Operation of Andhra Pradesh successful by UPA-II government. By dchaitanya.
