The Union Home Minister’s suggestion to his Congress colleagues in the State to develop “innovative” approach is a veiled suggestion to them to adjust to certain radical announcements which may not be easily acceptable even to them, said Dr. Singh and called on the Congress leadership of the state to come clear on the issue of State autonomy and the related issues.
The two important crucial steps believed to be under the consideration of UPA government include reduction in troops deployment in the state and change of nomenclature of the Governor and Chief Minister, Dr. Singh said and added that both these issues were too sensitive to be dealt with political expediency.
Dr. Singh reminded that the troops reduction had been opposed even by the Union Defence Ministry and Chief of the Army Staff while the change in nomenclature from Sadar-e-Riyaasat to Governor was ratified by Sheikh Abdullah himself when he took over as Chief Minister in 1975 and constituted a committee under D.D. Thakur to look into the provisions of Indian Constitution extended to the state of Jammu and Kashmir after 1952-53.
Dr. Jitendra Singh further suggested that in case the government was genuinely honest about announcing a Confidence Building Measure (CBM) to show improvement in the security situation in the state, it would do better to first reduce the level of personal security enjoyed by the State Chief Minister and ministers so that the common man’s morale and confidence could receive a boost.
