Talking to reporters Dr. Jitendra Singh referred to government order number 635-Edu of 2010 dated 04-08-2010, according to which the regular vacancies of teachers in far-flung areas were made on Rehbar-e-Taleem (ReT) pattern by deliberately bypassing the conventional constitutional procedure of making these appointments through State Service Recruitment Board (SSRB). As a consequence of this, the scheduled caste candidates had been by design deprived of the 8% reservation normally available to them, he added. This was not a case of only injustice but also violation of established constitutional norms.
Referring to figures of last few years, Dr. Jitendra Singh said that over 30,000 Rehbar-e-Taleem teachers had been appointed and out of whom a substantial number regularised without applying the criteria of reservation for scheduled castes which is expected to be followed in all regular permanent appointments. He suggested that the coalition government must devise on appropriate methodology to correct this anomaly. Similarly, while carrying out periodic regularization of adhoc, contractual, consolidated, daily wagers, casual and need based employees also, due parameters ought to be put in place so that constitutional provisions of reservation for scheduled castes are not ignored by default or design.
Dr. Jitendra Singh took serious exception to SRO-294 of 2005 issued in follow-up to SRO-126 of 1994, which failed to mention that scheduled castes belonged to Hindu and Sikh communities as had been mentioned in the earlier SRO. This leaves ample room for manipulation and tacitly adjusting candidates from other communities against posts reserved for scheduled castes, he alleged.
Also present at the press conference were State Vice-President Bali Bhagat and State Press Secretary Balbir Ram.
Bali Bhagat, while displaying the copies of government orders and SROs, said that an immediate stay on the implementation of the government order No. 635-Edu of 2010 dated 04-08-2010 need to be taken on the ground that the same is discriminatory to SC/ST population.
Balbir Ram said that the issues raised today will be followed up after appropriate discussions among the members of the party’s Anusuchit Jaati morcha in the coming days.
