It is due to the VDCs that the people in these areas feel safe and did not opt to migration.
He said in view of the reports of infiltration and continuance of terrorist camps in PoK, it is must that the VDCs be strengthened. He also asked the government to regularize SPOs who have put 15 years of service and are still paid just Rs. 2500-3000 per months.

He also expressed his anger over the failure of the PHE department to ensure supply of drinking water to the inhabitants of Panshri area of Bhaderwah, which houses population of minorities, as they are compelled to pay Rs. 4 for even one litre of water.
Manhas also expressed grave concern over the delay in recovery of the centuries-old and antique idol of Goddess Ashtdashbuja in Parnoo temple, which was stolen in the year 2008. He asked the administration not to test the patience of the devotees of this Goddess and constitute special team to trace and recover it without any further delay.
