BJP for provincial council for Jammu: Bhagat

Jammu, April 8, (Scoop News)-The BJP is fully aware of the problems facing the people of Jammu province and it has a definite solution to those, said state BJP general secretary and Ex-MLA Bali Bhagat along with Political Advisor to State President Prof. Hari Om, on Tuesday while release the party’s Agenda 2014 for Jammu here at the party headquarters. He said the Congress and the Kashmir-based and Kashmir-centric parties, including the NC and the PDP, have always bartered the interests of the people of Jammu province to pamper a section of Kashmiri population that has been at the helm of affairs since 1947 and the BJP is committed to empowering people of Jammu province at all levels. A vote for the BJP will be a vote for the party’s PM nominee Narendra Modi and empowerment of Jammu province and a vote for the Congress would mean a vote for Valley-centric, communal and pro-separatist formations formation.

Party’s Manifesto reads as
REORGANIZATION OF STATE’S ADMINISTRATIVE STRUCTURE
Two provincial councils invested with administrative and financial powers, one each for Jammu province and Kashmir Valley, and UT status for Cold-desert Ladakh.
DELIMITATION OF TERRITORIAL CONSTITUENCIES
1• Lifting of freeze on delimitation and immediate constituting of new Delimitation Commission.
2• Removal of imbalance in the number of seats in Legislative Assembly-presently having 46 from Kashmir and 37 from Jammu even though valley constitute only 11% of total area of the state.
3• Area, population, topography, nature of terrain, accessibility and means of communication be given full consideration in delimitation of territorial constituencies as well as new administrative units as per the criteria laid down by Representation of people’s Act.
REFUGEE PROBLEM
1. West Pakistan Refugee be granted citizenship/Permanent Resident rights, including the right to vote in assembly and local-bodies’ elections, right to immovable property, right to higher and technical education, right to state government jobs, right to bank loan and so on.
POJK REFUGEES
1. Reservation of at least 6 seats for them out of 24 seats kept reserved for POJK.
2. Claims of properties left behind by them in POJK be settled as per their demands once and for all to end over 65-year-long unrest.
3. Proper exercise be undertaken for registration/ number count of the families displaced from PoJK.
DISPLACED KASHMIRI HINDUS
1• Comprehensive plan for safe, dignified return to the Valley
2• Enactment to protect/preserve places of worship, including temples, shrines as well as other heritage sites, located in Kashmir.
3• Rehabilitation-cum-Economic package proportionate to the needs of community.
4. Political empowerment through adequate representation in Assembly, Parliament and local bodies. A minimum of three seats out of 46 earmarked for Kashmir Valley be reserved for them.
TERROR AFFECTED AND WAR DISPLACED VICTIMS
1• Reservation in services and educational institutions.
2 End of discrimination between people along IB and LoC in matters of relief/reservation.
3. Disposal of long pending compensation and rehabilitation needs of persons displaced from Border areas due to Indo-Pak wars of 1965 and 1971 who also include the displaced persons from Chhamb region.
4. Due compensation in lieu of losses suffered in trade, employment etc.
5. Compensation in lieu of fields/land occupied by security forces along the borders.
6• Implementation of Supreme Court directions in respect of sanction of relief and other benefits.
DISCRIMINATION
1. Appointment of a high power commission to look into regional disparities between Kashmir and Jammu and between the former and Ladakh.
2• Allocation of budget/job vacancies based on area, population and specific needs on provincial basis.
