Dr. Shafi Mohammad suggested on laying more stress on the Agriculture sector as it is the State’s mainstay of economy and over 70% population is connected with this sector. He said the Government has established an Oversee Employment Corporation last year and wanted to know how many have been employed overseas from the State.
Participating in the discussion, G. M. Saroori demanded strengthening of Directorate of Tribal Affairs. He said setting up of Chenab Hill Development Council was dire need of the area because the basin is rich in hydel potential which can be effectively tapped once a formal institutional mechanism is put in place. He said already the State Government has identified power projects for development in the region like Kiru, Karthai, Pukuldul, Bursar and Ratlle for which he demanded immediate start of the work.
Saroori strongly opposed the division of the State saying it would only add up to the misery of people of the State.
Sardar Rafiq Hussain Khan urged for equal distribution of funds for the development of districts on the basis of the potential available in each. He pleaded upgradation of basic amenities in rural areas where over 95% population is living and pointed out no such provision has been kept in the budget proposals.
He also pleaded increase in the amount of Rs. 5000 set apart in the newly introduced scheme for women "Anmol Beti".

Nazir Ahmed Gurezi hailed the budget proposals and urged for development of rural areas. He called for reconsidering the sub-plan for Gurez area and stressed on keeping a provision of Rs. 4 crore for launching helicopter services in Gurez and other inaccessible areas during winter months.
He also demanded upgradation of alternate road to Ladakh via Bandipora to avoid the continuance of blockade of National highway at Zojila. He also invited attention towards Tohibal Sub Plan and demanded reservation of special allowance for the employees particularly doctors posted in Gurez which have been discontinued in the present budget. He also pleaded increase in the CDF from Rs. 50 lakh to Rs. one crore and increase in the legislators salary.
