Leh,December 04 (Scoop News) –Going by the scheduled the General Council Meeting of LAHDC, Leh commenced today in the Conference Hall, Leh under the chairmanship of Chief Executive Councilor, LAHDC, Leh, Rigzin Spalbar to review the progress and implementations of the projects under Annual District Plan 2012-13 and to highlight the latest financial and physical statements.
CEC Rigzin Spalbar calling the public representatives as the beginners stressed upon the Executive Councilors, Councilors and district officers to do a small exercise of introspection and bring improvement in their work attitude before blaming their subordinates to efficiently carry the developmental works, “ As we all are responsible for all sorts of developmental works in the district,” asserted Spalbar.
The main focus of the GCM meeting was to review the total expenditure incurred and remaining money to spend on the ongoing projects department wise as per the set target. Other objective of the meeting was to reason out the causes for non completion of works within set timeframe and to plan future perspective regarding spending of allotted funds for the financial year 2012-13.
Spalbar urged upon the public representatives and Govt officers to work harder with more dedication and sincerity to ensure success of the projects for the welfare of the public and the distt in entirety. He laid strong emphasis on timely utilization of money allotted under distt plan to ensure timely completion of works failing which is like depriving our district of funds in future. CEC directed the concerned department to procure items like seeds, machinery and other important items from outside Ladakh before the closure of the roads in future.
As per the curriculum of the GCM, the HODs of departments of Agriculture, Animal Husbandry, Fisheries, Soil Conservation, Commend Area, Horticulture, Sheep Husbandry, Cooperative, Health, Education, Power, Tourism, Community Dev, Art and Culture, Information Technology and Higher Education gave detail progress and expenditure reports of ongoing projects in their respective sectors. The Coucilors put forth their submission to the house where they had doubts and complains and seek the Council’s intervention in mitigating their claims.
Some of the important points raised in the meeting includes streamlining the identifications of genuine beneficiaries by the departments on recommendations of councilors, exposure training to farmers, early filling up of vacant posts in different departments, distribution of subsidized materials on need basis through councilors, and posting of employees on important posts on need basis etc.
CEC expressed dissatisfaction over the slow progress in taking up the project of cold storage under 13th Finance Commission and directed Cooperative and PWD to act proactively without further dallying the process.
MLC, Leh Norboo Gyaltson stressed upon the departments to show their expenditures right on time once the project is accomplished by releasing the bills that will ensure their credibility and accountability.
EC, Health Dr. Sonam Wangchuk, EC Agriculture, Sonam Dorjey, EC Higher Educatrion Abbas Abidi and EC Tourism Gyurmet Dorjey gave clarification in respect of their portfolios.
The Opposition Leader in the house and the sitting Councillor of Kyungyan constituency Dorjey Motup also raised some constructive issues and shared his views and suggestions to carry forward the important public oriented projects efficiently and timely.
