The Civil Service Chief Karina David had exposed the anomalous appointments of personnel in government positions by way of political debts. The CS Chief accused the Arroyo administration of appointing friends in high places without the necessary career service eligibility which is a requirement in the executive branch of government.
According to the CS Chief, most of the appointees are serving as undersecretaries and assistant secretaries. The Office of the President has the most appointees and they are crowding the Malacanang Palace with no precise functions to present. There are about 90 retired military and police officials appointed by the president.
The expose was made amid the accusations that 60% of the appointees lacks the career service eligibility. The president was blamed for personally accommodating political appointees to kowtow to the endorsement of her friends and allies.
The report stated that political appointees received high salaries which are disadvantageous to the government. Taxes are being wasted to pay salaries of ineligible personnel in the government.
In a radio interview yesterday, Civil Service Chief Karina David expressed willingness to expose more shenanigans in the appointments in government and she’s ready to testify in any investigating body that will look into the problem of ineligible appointees.
