Jammu, November 30 (Scoop News) –Deputy Chief Minister Tara Chand, Minister for Revenue, Relief and Rehabilitation Raman Bhalla and Minister for Technical, Medical and Youth Services and Sports R S Chib had appealed the Sarpanchs and Panchs to cast their valuable vote in favour of NC-Cong candidates from coalition Government.
This was appealed by the Deputy Chief Minister Tara Chand, Minister for Revenue, Relief and Rehabilitation Raman Bhalla and Minister for Technical, Medical and Youth Services and Sports R S Chib while addressing a large gathering of Sarpanches and Panches at Gandhi Nagar, here today.
Ex-MLA Balwan Singh, President NC Jammu Province Rattan Lal besides Sarpanches and Panches in large numbers were present on the occasion.
They said that only coalition Government in the State has fulfilled the aspirations of the people. He said aim of the NC-Congress Government to provide all basic amenities to the people of the three regions of the State. He said during four years regime of the coalition Government, unprecedented development has been registered under development sectors like PHE, ERA, R&B, PDD, Education, Health and H&UDD.
Tara Chand, Bhalla and Chib called upon them to get their I-Cards for entry into polling booths for casting their valuable vote in favour of NC-Congress coalition partners on December 03, 2012.
They said coalition Government is very keen to ensure BDC elections and establishment of a vibrant three tier Panchayati Raj System, incorporating best of the constitution 73rd amendment Act in the J&K Panchayati Act, 1989 before holding of the BDC elections, adequate transfer of funds to the Panchayati Raj institutions, commensurate with the functions transferred to them, constitution of Panchayati Adalats immediately after the MLC elections, adequate supporting staff to Halqa panchayats in order to equip them for delivering the functions in a smooth manner, provision of honorarium to the Halqa Panchayats besides establishment of full-fledged training institute at the provincial level for capacity building of the PRI’s in order to provide result oriented trainings to the elected representatives.
They said that coalition Government has enforced State Information Commission. They reconstituted Accountability Commission, implemented Public service Guarantee Act, established Panchayat Raj system, made e-tendering and e-procurement compulsory for government departments, and made 3rd party monitoring of projects a permanent feature for transparency.
They said that coalition government is following the agenda of equitable and in exclusive development across the State along with working for peace and tranquillity. They said much head way has been achieved on these friends and ‘our endeavour in this direction will continue to realize the goal of peace and prosperous Jammu and Kashmir. They said NC-Congress share the high principles of secularism, solidarity and unity of the State, amity and harmony between various sections of the society and equitable progress of all regions and sub-regions.
