Kulgam –Srinagar,March 21 (Scoop News) – CPI (M) State Secretary Mohammad Yousuf Tarigami proposed converting Jammu and Kashmir into a ‘real federation’ to empower the people with devolution of powers (both political and economic) at the regional, district, block and the panchayat level, based on democratic representation at each tier.

Talking further about his proposal of a ”Federal Jammu and Kashmir”, the CPI (M) State Secretary asserted this could be the most viable instrument of fighting the vested interests who are hell bent on dividing the state on religious lines.
Tarigami while stressing that people should take full advantage of the upcoming Panchayat polls for their empowerment has said that these polls provide an opportunity to people to become masters of their own fate.
He asked people to get ready for the Panchayat polls and ensure that this democratic exercise is utilised to its fullest.
"I have already stressed in the state legislature that some vital amendments are required to be made in Panchayat Raj Act so to ensure that this vital democratic institution is in sync with the spirit of present day needs of localised governance," Tarigami said. He told people that Panchayat polls will give a common man an opportunity to have his say in decision making, policy matters and development activities at the local level so the people have the great responsibility to play their role efficiently in this democratic
exercise.
"At the reliable and credible Panchayat body, besides ensuring transparent and equitable development works, they will solve your day to day problems and sort out the social discords amicably," he said and added that in presence of efficient Panchayat people won’t be forced to waste time and energy in courts and police stations.
He further said that for pro people localised governance, it is upto people to choose honest, sincere and dedicated people among themselves to make a difference .
