Srinagar, February 12 (Scoop News) – Chief Secretary, Madhav Lal has underscored the need for reactivating all the administrative units at grass root level for serving the people with full sense of responsibility. He said Officers should prioritise the works so that these are completed within the fixed time frame, adding that every department must have a vision to carry forward their plan for the benefit of the people. He said Citizen Centric Services are priority for the government and said that the Officers should not shift responsibilities.
The Chief Secretary who arrived here today first time after assuming charge as Chief Secretary was addressing Heads of the Departments, Deputy Commissioners, and Chief Engineers of the Kashmir Division at SKICC here this evening.
The Divisional Commissioner, Kashmir Dr.Asgar Samoon and IGP, S.M Sahai were also present in the meeting.
The Chief Secretary said that the officers should also reach out to the people and apprise them about the policies and programmes taken up by the administration and also get the feedback of these programmes and policies from them. He asked the Deputy Commissioners to hold regular courts themselves and settle revenue cases and also monitor the functioning of Assistant Commissioners and Tehsildars in this behalf.
He emphasised upon the Officers to start thinking right now about the works to be taken up in next financial year which would positively save their time in implementing these works on ground. This, he said would increase and ensure efficiency, accountability and transparency in the work culture. The Chief Secretary said that the vacancies in various departments would be filled up at all levels which would increase the work potential of the departments.

The Chief Secretary said that Officers should devise ways to have command over information from ground level through use of latest technology. He also asked the CAPD to
notify scale of ration in all the areas for the information of consumers. Urging the Officers for making matching share for centrally sponsored schemes available, he said that reforms in local bodies are required for making these more effective and said that indiscretion will not be tolerated at any cost.
Regarding land acquisition matters of PMGSY and other Schemes, the Chief Secretary directed the Divisional Commissioner to submit a district wise report regarding pending cases and also those who have so far been paid land compensation.
Regarding power supply, Madhav Lal asked the Chief Engineer, M& RE to strictly adhere to the power curtailment schedule and also apprise the consumers properly through print and electronic media about this.
Madhav Lal took department wise review of the functioning of the departments of the valley and enquired about the problems confronting the departments in their functioning and assured them of their full support.
