Director General Anti-Corruption Establishment Punjab Brig. (R) Muhammad Aslam Ghuman has successfully managed to foil a bid of land-mafia which planned to occupy valuable state land at Jail Road worth Rs. 100 million and manage to declare the state land as kachi abadi. ACE has got de-notified the state land by Director General Katchi Abadies Punjab and completed the whole process of enquiry and disposal of the issue within a record period of five days. Earlier, DG Katchi Abadies had declared the state land as katchi abadi on the basis of a survey report on October 27, 2007 which proved bogus during the investigation process.
According to details I.G Prison Punjab informed DG Anti Corruption Punjab Brig. (R) Muhammad Ghuman in writing five days back that land mafia has illegally occupied 22-residential quarters of jail staff adjacent to his office and District Jail Lahore. He further informed that DG Katchi Abadies has also declared the state land as katchi abadi on the basis of a survey conducted by TMA Data Ganj Bakhsh Town without consulting and getting NOC from the Jail Department which is the owner of the land. He request DG ACE to conduct a detailed enquiry as TMA and other relevant departments have committed illegal act and the action may please be taken against the staff involved. DG ACE directed Additional Director General ACE Sh. Muhammad Siddique to take prompt action in this regard. Deputy Director (General) ACE Zulfiqar Ghuman and Assistant Director Ch. Muhammad Akhtar Ali were deputed as investigation officers who visited the disputed state land, offices of IG Prison, TMA Data Ganj Bakhsh Town, TMA Gulberg Town, TMA Allama Iqbal Town, DCO and DG Katchi Abadies and found the all relevant record bogus.
According to enquiry report the land mafia got prepared a fake survey of five kanal state land at Jail Road in the name of TMA Data Ganj Bakhsh Town in which it was pointed out that as many as 40 families were residing there. A bogus list of 40 families was also enclosed with the survey report. Land mafia also managed to refer the case from DCO office positively following which DG Katchi Abadies issued a notification on October 27, 2007 to declared the land as katchi abadi. Contrary to the facts Chief Minister Punjab had already granted Rs. 23 million to construct residential quarters on the same land under ADP. It was revealed during enquiry that neither Jail Department issued any NOC nor TMA Data Ganj Bakhsh, TMA Gulberg Town and TMA Allama Iqbal Town officially conduct any kind of survey. DG ACE Brig (R) Muhammad Aslam Ghuman informed DG Katchi Abadies about the facts who has cancelled his previous notification and de-notified katchi abadi at Jail Road today. According to investigation officers of ACE the superintendent District Jail Lahore posted during 1985 to 2007 and staff of TMA Data Ganj Bakhsh Town is involved in this matter and they will be interrogated. DG ACE has told that a detailed enquiry will be conducted and no one will be spared whether he is a government employee or a member of land mafia. Jail officials have hailed the efforts of DG ACE to settle the issue within five days which was pending since many years. A loss of Rs. 100 million to the government has been checked due to timely intervention of DG ACE and ownership rights of the land in favour of Jail Department have been restored, told officials of Jail Department.
