Bijbehara (Anantnag), June 14, (Scoop News)- A meeting of representatives of Disabled peoples Organizations, persons with disabilities, and staff of Humanity Welfare Organization HELPline NGO was held in the Zaiba Aapa Institute of inclusive education Bijbehara (Anantnag) in South Kashmir.
A vote of thanks was passed in favour state Social welfare Department for their efforts to amend Government order No: 108 SW of 2013 Dated: 15/03/2014. The government order is regarding the job identification list in all departments.
Earlier the government passed order through cabinet decision was not favouring the deaf people, the blind people and those having both hand disability, two leg disability and cerebral palsy. Now all qualified persons with disabilities having blindness, both leg disabilities are eligible for the post of teacher, assistant professor in school education and higher education as well. The amendments give eligibility to persons with disabilities to compete in civil service examinations.
Earlier in government order 62 SW 2001 and Government order 108 SW of 2014 had identified limited jobs for the persons with disabilities.
A report submitted by the Secretary of SSRB under No: SSRB /Sel/2014/151/2055 Dated 26/03/2013 depicts that out of 1000’s of appointments made in 2011, 2012 & 2013 only 164 persons with disabilities have been appointed. SSRB may please submit as how many selections in general have been made in these 3 years and does only 164 candidates with disabilities make 3%? ;. But with the implementation of the government order a good number of educated persons with disabilities will get dignified job.
All the participants in the meeting have applauded the Role of Chief Minister Omar Abdullah, Minister for Social welfare Sakeena Itoo, Secretary Social Welfare Mohammad Shafi Rather, Additional Secretary to government Social Welfare Department G. R Mir and other committee members who with their efforts made the amendments possible.
Speaking on the occasion Convener of Collation of disabled peoples organizations and Head of Humanity Welfare organization Helpline _ Javed Ahmad Tak said “ Amendments in Government order 108SW of 2014 will bring more empowerment to the lives of persons with disabilities by getting proper and suitable jobs. The social stigma created in the society will fade when government will take such positive steps to rehabilitate persons with disabilities. However there is greater need to create accessibility in government offices and provide other employment opportunities for less qualified and illiterate persons with disabilities, He added.
Tak thanked the whole Social welfare department under the Leadership of Minster for the Social Welfare Department for their day night efforts to make the amendments possible. It was a hard work and hectic job and disability sector alongwith social welfare department did it in better coordination and the Cabinet under Chairmanship of CM of J&K made it possible.
