Discussion on budget in JK Lagislative Assembly

 Jammu,March 9 (Scoop News) –   Ch. Mohammad Ramzan termed the budget as people friendly and expressed thanks to the central leadership for liberal funding to the State for development. He said key sectors like Agriculture, Tourism Industry have been prioritized by the government. He maintained that funds allocation under 5^th five year plans should be on the basis of availability of potential of the respective areas.

            He demanded promotion of a task force to monitor and check the hoarders. At the same time he also sought revisit of the agreement with Pakistan on water resources to minimize the losses to the State on this count. He hailed the decision for further industrialization of the State by earmarking Rs 130 crore for the purpose.

            He demanded proper exploitation of the huge medicinal plants potential available in different areas of the State. He also sought construction of more old-age homes in view of rising population.

             Ashwani Kumar Sharma said Jammu and Kashmir is confronting host of problems which need to be addressed with sincerity. He said no provision has been kept for development of border areas. He also pointed out that recruitment is being made in a haphazard manner with long intervals so as to please the blue eyed persons. He sought compensation for the persons who died during land row and during other incidents that have occurred in Jammu division.

             Ashwani pleaded for proper development of tourist places in Jammu division to attract minimum number of pilgrim tourists visiting Shri Mata Vaishno Devi Shrine. He demanded incentives for farming community and immediate steps to curb the menace of corruption, which he said is increasing with each passing day. He also sought early settlement of Pak refugees’ issue.

             Abdul Majid Wani said that Finance Minister has tried to do justice with all sectors. He called for exploring local resources to generate revenue. He said in district Doda there is great potential if natural resources like sapphire, gems, gypsum and government should take steps to explore these with serious efforts. He also suggested bringing more areas under saffron cultivation in Doda to improve economic conditions of the people.

             Mohammad Ashraf Ganai called for giving focused attention to horticulture sector. He said horticulture is the main revenue generating source and government should ensure better facilities to the orchardists. He demanded establishment of cold storage facilities in the leading fruit mandis of valley to enhance the shelf life of fruits. He also called for improving irrigational facilities in Sopore area.

             Sukhnandan Kumar stressed on giving more incentives to the farmers to boost agriculture production. He sought total VAT exemption on all agriculture related inputs. He demanded strengthening of procurement system. He called for providing mark 2 PUMPS to ensure safe drinking water in rural areas.

            He demanded that villages with historical background be brought in the tourist map. He also suggested creating buffer stock of fertilizer for the facilities of farmers.

            Mr Nizam-ud-Din Bhat stressed on resource mobilization to improve social sector. He called for evolving more austerity measures to save money. He stressed on strengthening monitoring system for utilization of funds on various ongoing projects. He called for measures to address the problem of unemployment in the State.

            Dr. Mustafa Kamal lauded the proposal for setting up Bijli Adalats and demanded early action in this regard so that the grievances of BPL could be solved. He also demanded enhancement in the honorarium of trainees of basic handicraft centres. He called for giving boost to tourism and handicraft sectors for changing betterment of economic conditions of the people of the State.

            Mrs. Bimla Luthra appreciated the proposal for enhancement of wages of daily wagers and efforts for implementation of "Anmol Beti" scheme to be implemented in the State. She demanded for enhancement of widow pension. She advocated enhanced outlays for social welfare sector to boost welfare of poor and destitute.

             Irfan Shah demanded focussed attention towards horticulture sector as the most of population of the State depends on this vital sector. He advocated cold storage facilities to horticulturist for preserving their produce. He also demanded for adequate funds to the Social Welfare Department for implementation of schemes to promote well being of the poor. He called for focussed attention towards development of urban areas and main cities of the State.

            Mir Saifullah demanded attention to initiate long term measures in mobilization of resources for more development of the State. He also demanded setting up of State’s own permanent Planning Commission for formulation of plans in the State. He sought change in the proposed scheme "Beti Anmol" suggesting that money proposed for the girl child should be made available to beneficiary at the time of admission of the child in school to pay fee, purchase of books, uniforms etc. He also sought closure of sick corporations.

            Peerzada Mansoor Hussain demanded significant incentives for farmers to boost the agriculture activities. He also demanded construction of hostels in Jammu and Srinagar cities for the facilities of students of rural and far-flung areas. He suggested total VAT exemption on fertilizers.

             Basharat Bukhari suggested imposing tax on wine to discourage people to use liquor. He also called for revenue generation to boost economy.

            Master Lal Chand termed the figures reflected in the economic survey as wrong and misleading. He pleaded regularization of Agriculture technocrats. He stressed on creation of more posts in education sector for rural areas. He demanded new power projects in Bani area besides upgradation of irrigation facilities. He advocated special treatment for Gadhis and Sippies besides exploring minerals from the hills of Basohli and Bani.

             Rafi Ahmad Mir stressed on strengthening monitoring mechanism to ensure judicious use of funds. He called for creating interests among the farmers to boost agriculture production. He called for strict compliance to austerity measures to save funds for their utilization on social sectors.

He stressed on speeding up pace of six laning of Jammu Srinagar National Highway project. He also called for developing multi-story parking places in Srinagar for easing traffic problems in Srinagar city. He also called for maintaining credibility of J&K Bank which is premier institution of the State. He also demanded tabling the report of 13^th Finance Commission in the House.
