Draining tax payer’s money in the name of tourism is an art of JK Govt

Jammu/Delhi/ Kashmir:  Water streams and green pastures are the back bone of state tourism. Preserving these streams has been priority of successive governments in Jammu and Kashmir, to which government of India is investing blindly. But the matter of fact is that state dispensation has failed preserve and develops these water bodies and lakes despite huge funding by central government out of tax payers hard earned money.

Money was being received earlier also in the name of natural calamity, drought, floods, poverty and what not, but it was increase many folds during turmoil of 1989 in the name of security related expenses and continues besides other expenses and even prime minister relief package. But the point of discussion remains that if money is being received for a particular assignment why then it fails to take off and get completed in prescribed period of time in the documents presented to government at various levels.

Ministry of Environment and Forests (MOEF), under the National Lakes Conservation Programme (NLCP) has sanctioned and issued millions of rupees for the purpose but it is unfortunate that work done is always under question mark. Forget Mansar, Surinsar and many other lakes in Jammu region even Dal lake is shedding tears of blood due to apathy despite liberal funding from India.

Anchar lake speaks the volumes that how concerned is Jammu and Kashmir government especially its tourism wing in serious about preserving and maintaining it. As per government records, it is was in 1997, J&K Lakes and Waterways Development Authority took over Anchar Lake and in the name of preserving and development has floated tenders in PPP mode in 2006. Tenders did not cross the DPR stage and the lake alongwith its glory was thrown to winds as it was state government to invest and earn thereafter.

As per the ministry of urban development and urban local bodies the government is planning for fresh tenders on the similar PPP mode to either extend benefits to blue eyed in the name of development or to continue the tradition of corrupt practices. Whatsoever, would be the case, Anchar lake, world famous and historical destination has to struggle for its existence and maintenance. Government should take a call on this issue or clear its policy regarding tourism.
