The complexity of Global Warming has made it difficult to reach a deal in recent United Nations Climate Change summits. While changes in weather conditions are obvious in most places around the world, doubts exists with many as to how global warming is responsible.
If the ‘warming’ was national, nations would have resolved the issue without arguments and disagreements; since it’s global it cuts through blocs, regions, allies and continents making it increasingly difficult to reach a deal or vigorously pursue cut and cap procedures for greenhouse gases emissions.
With so much development at hand these times and how viral knowledge goes once it’s out, nations are working quietly and skillfully not to depend on others for certain needs, so more nations now command respect and will not readily accept suggestions from others.
Global warming is an issue that call nations to agree, continuous emissions from a nation may affect environmental conditions elsewhere; measurements, reporting and verification (MRV) of national emissions will be relevant if nations are determined to fight Climate Change. The United Nations Climate Change Summits (in the last two years and the coming one in Durban) are aimed at a national warming MRV agreement.
If all nations agree to pursue emission reduction in line with MRV, global warming should be on a path to solution. There are nations on the high side with emissions; there are nations that have pressing economic needs; there are nations where there is unrest and instability; there are nations that see the MRV procedure as a means to be spied; there are nations whose strong people believe global warming is a hoax.
With these nations and others, global MRV deal is unlikely; there are developing nations asking for technology transfer from developed nations with cost running into billions of dollars, this is unrealistic even without a recent economic recession.
Some nations understand these, so they are faced from continuous push for this deal but focused on disaster response and environmental upgrade incase of any global warming effect that occur around them. They also take certain precaution (like having & maintaining more plants and more use of energy saving materials) that benefits them locally.
Global warming is not the biggest problem any nation has for now, so the United Nations at the Durban summit should present nation specific proposals which in preparation will include locals. The MRV deal in its first phase should strictly be national, where citizens or the government handle the MRV. Works and developments will subsequently be reported to the United Nations before inter-national MRV deal in coming years.
If global warming was like depletion in the ozone layer, where holes are found in parts over certain nations; some will protect themselves from harmful ultraviolet radiations if there is an artificial method of repair regardless of agreement to cut substances deepening the ozone hole.
Recent changes in weather conditions are biting, how it will go in coming years is unknown; economic issues are mordacious and life is getting frustrating and uninteresting for many. Governments will be willing to comply provided UN Climate Change proposals will not overtake economic issues, so in pre-summit meetings, workable outlook for nations should be considered and a reshape of this global warming phenomenon.
