The South Sudan long dialogue over joining the East Africa Community, has touched, the interest of the Speaker of National Legislative Assembly James Wani Igga, last week in a Parliamentary sitting, Igga released a word concerning the importance of been part of the community. The most interesting thing Igga spoke was gaining experience. He said East Africa community has move ahead in terms of development and education.
And it has made many South Sudanese to take their children to Kenya and Uganda for education. Igga called the Mps and citizens to assess the importance of becoming a member of EAC before the Government could take a decision of applying for the membership. South Sudan before the declaration of the Independence last year 9th July has shown much interest, but now the interest is losing value due to too much criticism. Analysis was carried out by experts and the experts came with both negative and positive impacts of the decision to been part of East Africa.
According to the reports from those experts, South Sudan will lose many job position and revenue collection along the borderline. EAC policy regulates less immigration fees for the citizens among the East Africa Countries and also their policy regulate equally job opportunity to the citizens within the EAC regardless of the Country one comes belong. It means that even Kenyans, Ugandans can work in South Sudan at the National positions. And real they take advantage as they learned more than South Sudanese; South Sudanese spent much of their time liberating the country from Khartoum. The long civil war has closed many youth from going to school.
All this has made the government to withhold its application to EAC, but the President of Uganda Yoweri Museveni dropped a question on the fate of South Sudan in joining the East Africa Community. South Sudan has expressed hope to be part of the East Africa community, but there is need to compare the benefits, impotents and the impacts, the Speaker of National Legislative Assembly Rt. James Wani Igga said.
The political impacts
South Sudan as young among all the East African countries as young politics and need to learn high politics, so their need for South Sudan a community with transparent democracy, freedom of religion, freedom of expression, and good governance, not community of the selfish leaders. Fear stormed South Sudanese that if they joint EAC, then South Sudan will get influence from those experienced selfish politicians.
In late 2011 the government of Rwanda was accused of assassinating a Journalist who left his after serious problem with the President Mr. Paul Kagame and took refuge to Uganda. The whole grievance between Kagame and the late Journalist has shown that EAC community has restricted press, because none the EAC asked trial and investigation of the Rwandan Journalist killed in Uganda.
The world though EAC general assembly will take majors to find out how a highly Journalist who had press problem with Kagame died under gun shot. If the EAC failed to ratify such things, how do they expect South Sudan to part of the community? South Sudanese are people who are tired of dead, oppression, discrimination and injustices, they freedom equality and justices for all and free access to information.
The great mistake and worries is that South Sudan are people who don’t need open political games like rigging of elections, in East Africa Museveni and Moi Kibaki have records of election rigging, in 2006 Ugandans disagreed with the Uganda election commission and accused the commission of announcing the result in favor of Museveni. The leader of opposition leader Dr, Kizza Besiga denounced the result and in the 2007-2008 Kenyans also took deadly strike as they accused Moi for also rigging elections. Most of the leaders in the EAC have bad records, so there is risk that if South joins EAC then it will adopt some bad things, the adaptation of those political practices will put in darkness.
The MPs from Uganda Parliament upon visit to South Sudan have disclosed that their parliament was restricted as the constitution was wrongly amended in 1995; that the Army must be represented in the Parliament, so the presence of the army in the parliament has created fear for the opposition in touching some sensitive parts of the Government. That Parliament has a lot of restriction, South Sudan is better as no army is put to threat MPs oppositions have freedom to challenge the government.
The social impacts
South Sudan is more of socialism, South Sudanese were guided by a traditional way of live and they believe on them, most of the East Africa daily live differs from that one of South Sudanese. In Kenyans, Ugandans and Rwandans have adopted Western live that makes people apart from each other, socially Kenya and Ugandans are not. They hardly share even meals because they believe that everybody should struggle for himself, they just focus on earthly wealth, but South Sudan bear and share anything that they have particularly food. East Africans people like nuclear families while South Sudan believes in extend family that combines the whole clan. South Sudanese have the love for each compared to EAC members, so their high fear South Sudan will adopt those ideology. South Sudan should first consider these serious things before put the last decision.
