Efficient monitoring mechanism in place for private schools: Peerzada

Srinagar, October 08 (Scoop News) – J&K Government has issued a fresh SRO-123 to streamline overall functioning of private educational institutions in the state. Under this order, management of private schools enhance fee once in an academic session in consultation with parents’ committee besides the consent of concerned Director School Education.

This was stated by the Minister for School Education, Peerzada Mohammad Sayeed while replying to the main question of  Radhey Sham Sharma in Legislative Assembly here today.

Saying that private educational institutions are functioning under the administrative control of J&K School Education Department governed under Education Act, 2002, the Minister informed the House that private schools are established according to the rules and regulations laid down in the Act.

Replying to the supplementaries raised by  M. Y. Tarigami, Mir Saifu-ullah, Ch. Mohammad Ramzan, Peer Afaaq,  K. C. Bhagat,  Kafil-ul-Rehman, Hakeem Mohammad Yasin,  Ashok Kumar Sharma,  Nazir Ahmad Gurezi, Er. Abdul Rashid, s. Indu Pawar and s. Bimla Luthra, the Minister said that proposal for upgradation of 135 schools has been sent to Planning and Finance departments. Once the approval is received, these schools would be upgraded and teaching staff and infrastructure made available in a phased manner.

The Minister said that the endeavour of the government is to focus on upgradation of infrastructure and filling up of teaching staff in already upgraded schools. He, however, clarified that new schools would be opened only in those areas where it is greatly needed.

The Minister said that government would not allow private educational institutions to collect exorbitant fee from the students and would ensure existing of quality infrastructure besides specialized teaching staff in these institutions. He said monitoring and supervising agencies of education department have been directed to frequently check the functioning of these institutions, asserting that immediate action would be taken under rules against institutions found flouting norms.

Giving details of the schools upgraded during last two years in Nowshera constituency, the Minister said that 23 Primary Schools has been opened in the constituency during the period. He said 64 EGS centres were upgraded also to the level of Primary Schools in Nowshera during last two years.

The Minister said that it is not a fact that there is acute shortage of staff in all the schools of Nowshera constituency, adding that efforts are made to over-come the deficiency of the teaching staff by providing lecturers on academic arrangements. He said the posts of masters lying vacant are being filled up by adjusting the newly promotee masters cleared by DPC recently.

Elaborating the details for posting of teaching and non-teaching staff in educational intuitions of Jammu province, the Minister said that 1080 posts of teachers which include 172 posts of teachers and 12 posts of non-teaching staff of district Rajouri, in which Nowshera constituency falls have been referred to the concerned recruiting agency for selection of suitable candidates.
