Srinagar/Jammu, August 16 (Scoop News)-The Cabinet which met here today under the chairmanship of Chief Minister, Omar Abdullah took note of the loss of life and the damage caused to property and public infrastructure due to recent heavy rains and floods in the State.
The Revenue Department was directed to assess the losses on this account and submit report to the Government immediately.
The Chief Secretary was asked to convene a meeting of the Executive Committee of State Disaster Relief Fund (SDRF) urgently for providing timely relief to the sufferers and immediate restoration of the damaged infrastructure.
The members of the Council of Ministers were asked to conduct extensive tour of the affected areas.

To review the damage done and measures undertaken by the administration in wake of worsening flood situation due to incessant rains, Deputy Chief Minister Tara Chand took an extensive tour of Khour and adjoining areas.
Immediately after returning from Srinagar, Tara Chand along with a team of senior officers and engineers rushed to the affected areas and had a first hand inspection of the prevailing situation.
SDM, Akhnoor Nagendra Singh, Senior engineers and officers from revenue, block development, flood control, PHE and other concerned departments accompanied the tour.
The Deputy Chief Minister visited Bakore, Datyal, Pangali and other low lying areas. At these places rain has caused damage to agriculture land, houses and other civil structures.
Tara Chand inquired about the prevailing situation at different locations and assured of all required help by the administration. He directed the SDM to depute revenue officials to assess the loss and prepare cases for compensation.
He said in today’s meeting the cabinet has taken note of the damages caused to property and infrastructure due to heavy rains and floods in the state, adding that instructions have been issued to assess the losses and submit report to the government.
At Bakore, damages caused to public and private property due to rains and breach of bund were surveyed and on-spot directions were issued to do the needful at the earliest.
Instructions were issued to the flood control engineers for remaining vigilant about the situation and be present at the site round the clock. He said authorities should ensure that all works are done on high priority so that damages are restricted to the minimum and people do not suffer due to non availability of required men and machinery.
The Deputy Chief Minister directed the concerned to ensure proper arrangements for regular power supply to the affected areas and where ever required alternate arrangements are also put in place for carrying out the rescue and relief operations.
The Police and Civil administration was instructed to be fully prepared for emergency and be ready with all the necessary supplies and equipment like tents, medicines etc, so as to shift people from low lying areas to safer places within a short notice, adding that temporary rehabilitation facilities should also be made ready.

Vice-Chairman, J&K State Advisory Board for Development of Kissans and MLA Nowshera, Radhay Sham Sharma in a statement issued here today asked the District Administration of Rajouri to depute a joint team of officers of different departments for conducting proper survey to assess losses of property including the damages caused to dwelling units, cattle and crops due to incessant rains and floods in the district particularly in Nowshera area.
Sharma asked the concerned for early submission of details of losses caused to property and crops to the Government for timely disbursement of compensation to the affected families and farmers of the area. In the meantime, he also urged for provision for of tents and tarpaulin on emergency basis for temporary relief.
He also demanded free ration, besides seeds and fertilizers to the affected farmers to support them for sowing the future crops.

Member Legislative Council, B R Kundal, on Friday visited flood hit areas of R S Pura and took stock of damage caused due to incessant rains and flash floods in various parts of the tehsil.
Kundal asked the District Development Commissioner, Jammu, Ajeet Kumar Sahu, to depute a team of senior revenue authorities to assess the losses so that the relief under State Disaster Relief Fund could be disbursed to them under norms.
He asked the authorities of Municipal Committee R. S. Pura to remove debris from nallahs in several areas of the town so that the residents do not face any inconvenience during rainy season. He called upon the people not to dump debris in the nallahs adding that such exercises not only create problems for Municipal Corporation during removal of garbage (mulba) from nallahs but also causes water clogging which results damage to households.
Later, Kundal also visited Government Degree College and Government Higher Secondary School to take stock of the problems being faced due to clogging of water in the premises. He asked the Municipal Committee to immediately dewater the premises so that students do not suffer. He directed the officers to pay regular visits in the flood prone areas of the town to ensure every possible help to the people of this border belt.
Senior National Conference leader , former minister and Vice President Peer Mushtaq Ahmed Bukhari on Thursday expressed concern over the damage caused to life, property and road network in Surankote area due to incessant rains leading to water logging and house collapses.
After taking stock of the damages during his visit to various inundated areas in Surankote, Mr Bukhari said that approach road to all the motorable bridges in the area have suffered massive damages impacting the vehicular traffic. He said public mobility has been affected and the people are facing enormous difficulties. Due to water logging in various areas the residential houses and business establishments have suffered damages, he said, adding that many people were rescued with the assistance of the army.
Mr Bukhari said that five persons have lost their lives due to flash floods in Mendhar and house collapses in the area and the continued downpour has been posing immense threat to public life and property.
The Vice President also conveyed his condolences to the bereaved families who lost their near and dear ones in the calamities in and sought immediate ex-gratia relief in favour of their next of kin.
Mr Bukhari also urged the government for undertaking dewatering measures on water footing, constructing protection bunds and upgrading roads. He stressed the need for undertaking survey and assessment of losses suffered by traders and dwellers and sought immediate compensation to the affected people.

Flash Floods and heavy Rain have created havoc in Kathua , Samba , Jammu , Rajouri and Poonch Districts of Jammu Province causing great loss to the lives, crops and property of the people in these areas . Rattan Lal Gupta (Advocate) State Vice President J&K National Conference in a statement had demanded immediate relief to the Flood victims. The water level of all the major Rivers and Nallahs had gone high and entered into the houses in lower areas of the major towns of these areas . Even in Jammu city the rain water entered in so many localities such as canal road area , Talab Tillo , Digina , Gangal , Nanak Nagar , Preet Nagar , Belicharana , Kashim Nagar, Shakti Nagar , Bhagwati Nagar and lower lying of Jammu city caused great loss to their properties the Rain and Flood also created great loss to the crops and property of border belt of District Kathua , Samba , Jammu also . Due to Flood massive land erosion have been affected and most of the link roads have been damaged.
Mr Gupta demanded that government should immediately depute the concerned authorities of the respective areas to make assessments of all the losses of the property and crops of inhabitants as soon as possible so that adequate relief be given to them.

Madan Lal Sharma Member Parliament Jammu Poonch Constituency took stock of flood affected areas in Jammu . He visited Khandwal, Lalyal, Mangu Chak and Tawi Bridge Mandal Phallay of Satwari Bank alongwith officers of various departments and Prominent, Sardar Parminder Singh Pama, Dev Raj Sharma ,Sarpanchs/Panchs. He met with flood affected families and directed the concerned officers to provide immediate relief and compensation to them . In view of the continuing rains he advised people to stay away from low lying areas to avoid any loss to human life. He demanded the construction of Satwari Bank on the pattern of Chenab River in Akhnoor and directed the Administration to prepare a project on same line and also directed the Executive Engineer Flood Control to make necessary concrete repairs of demaged banks immediately to avoid further loss . Sharma also expressed concern over continuing rains, land slides and flash floods in other parts of District Samba, Jammu, Rajouri and Poonch and asked the Divisional Administration to keep a close vigil on the situation to avoid further loss to life and property. He asked the Administration to access the losses of the houses damaged, land erosion and other infrastructure washed away in flood and provide compensation on first priority.
