Funds release for rehabilitation of cloudburst affected in Ladakh: Bhalla

 

Jammu, March 9 (Scoop News) –  Minister for Revenue, Relief and Rehabilitation,  Raman Bhalla informed the House that the breakup of release of funds of Leh and Kargil districts, who suffered damage due to cloudburst recently included Rs. 5 crore under Calamity Relief Funds under rescue and ex-gratia, Rs. 29 crore under temporary restoration of public utilities under Calamity Relief Fund, Rs. 2.16 crore under providing ex-gratia relief to the NoKs of the deceased under Chief Minister’s Relief Fund, Rs. 16.72 crore for damaged houses and  ex-gratia relief to Noks of deceased under PMNRF, Rs. 35.08 crore for restoration of damaged infrastructure and purchase of equipments under PMNRF.

The Minister was replying to a question by Aga Syed Ahmed Rizvi in Legislative Council today.

 

 

No proposal for revival of erstwhile tehsil Balakote: Bhalla

 

Minister for Revenue, Relief and Rehabilitation,  Raman Bhalla informed the House that there is no proposal under consideration of the Government for revival of erstwhile tehsil Balakote in Poonch district.

The Minister was replying to a question by  Mohammad Rashid Qureshi in Legislative Council today.

He said in order to look into all new demands for creation of new administrative units the Committee constituted in 2006 and revival in 2007, whose report however remained inconclusive. He said the said Committee has been again revived in 2010 which has been granted further extension upto July 7,  2011 to complete the unfinished task assigned to it. He said however, the recommendations reports of the so revived Committee are yet to be received and as and when the recommendations of the Committee are received further action will follow accordingly.

FC Revenue examining circular instructions for issuance of ‘Fard’:  Bhalla

 

 

Minister for Revenue, Relief and Rehabilitation,  Raman Bhalla informed the House that the circular instructions issued by Divisional Commissioner, Jammu not to issue any ‘Fard’ unless it was supposed by a proper ‘Tatima Shejra’. He said that the said circular kept in abeyance by the Government, with a view to obviate the possibility of duplicity which was anticipated to arise because of existence of two sets of instructions for two Divisions of the State as regards the issuance of Revenue extracts.

The Minister was replying to a question by S. T. S. Wazir in Legislative Council today.

He said it is a fact that to issuance of fresh circular instructions which would be applicable for the whole state was being examined by the department. Accordingly, the Financial Commissioner, Revenue,  have been advised to re-examine the circular instructions so issued by the Divisional Commissioner, Jammu in lights of the standing laws and rules and to issue fresh instructions, not in constant with the relevant laws which would be applicable in respect of all regions of the state. He said he has been further advised to ensure that while doing so the spirit of the instructions, issued by the Divisional Commissioner, Jammu is kept intact.

Calling Attention Notice

 

Efforts to reconstruct gutted revenue records in Mendhar: Bhalla

 

 

Minister for Revenue, Relief and Rehabilitation,  Raman Bhalla while replying to a Calling Attention Notice by  Mohammad Rashid Qureshi in Legislative Council said “ it is a fact that on 15th of September 2010, during a procession, the public went on rampage and set many offices ablaze including Tehsil Office Mendhar and SDM office Mendhar”.

He said with regard to tehsil office Mendhar almost all the office record got gutted in the fire. Although both the offices i.e. SDM office and Tehsildar’s office have been renovated and made functional, yet due to non availability of official records like Parat Sarkar, Jamabandis, Mutation Registers, old files of PRCs, Category Certificates, lathas and other miscellaneous records, the public in general is facing hardships in getting their grievances redressed in an effective manner.

 

However, some of the revenue records like Jamalbandis, Khasra Girdawaries etc are available with concerned Patwaries, from whom the public is getting their revenue and allied records prepared for purposes of issuance of PRCs, Category Certificates and for getting other miscellaneous works done. Although general public is facing hardships in getting old and important revenue records yet serious efforts are being made to re-construct the records adding that so far the new Jamabandis have been prepared in this regard.
