Get free land to start a family

That is Weird! A village in Austria, worried by its dwindling population is offering free land  ( 800 -900 sq.mtrs) to all who pledge to start a family in ten years. The village has a population of only 1760 people. The pledged persons should have at least one child in ten years and they should build a house within three years . In case if they fail they will be fined 12,000 euros.
