Diasen Unveils “PEACE” Vision

Tabuk, Kalinga, Philippines – Hon. Floydelia R. Diasen, first lady governor of the province of Kalinga, was formally installed into office in a turn-over ceremony initiated by out-going Governor Dominador T. Belac last June 28, 2007 at the Provincial Capitol foyer.
Drawing on her proven appeal to the electorate, she acknowledged the unwavering show of support that propelled her candidacy to establish an unprecedented record in the political history of Kalinga.
The governor disclosed her five-pronged vision with the timely acronym PEACE: Peace and Unity, Education, Agricultural Development, Culture and Tourism, Environment and Health.
Fresh from the emotional wounds inflicted by the murder of husband Vice-Gov Rommel Diasen, she stressed that her Peace and Unity program would attempt “to resolve sectoral and tribal differences that continue to divide the province.”
As for Education, the former Professor from the Kalinga-Apayao State College (KASC) outlined a vision that would reach out to the youth whose families can not afford to complete their studies.
Earlier on in the program, fellow in-coming official Rep. Manuel Agyao mentioned about replicating a current program at the Mountain Province State Polytechnic College (MPSPC) in Bontoc where students can attend tertiary schooling for free.
The Congressman envisions KASC as the receiving school for these future scholars – a detail which the Governor did not fail to reiterate as she said “I hope that the Congressman would make good on his plan of sending our students to the Kalinga-Apayao State College.”
Equally given value is her vision on agricultural development which she pictures to be given “a continued commitment by the concerned agencies and the technical experts” from these agencies.
A product of a Lowland-Highland marriage, Gov. Diasen pointed out that culture-rich Kalinga should be put on the map for all the good that it has in terms of heritage and tourism.
“I would be working closely with theProvincial Tourism Office to hammer out plans through which the province becomes a showcase of everything good,” the Lady Governor declared.
Zeroing-in on culture, the half-Ilocana, half-Kalinga Governor advocated meaningful change by posing the oft-debated bodong inquiry on “What detrimental aspects should we completely discard? What positive aspects should we enhance and preserve?”
Ending her vision on Environment and Health, the Governor, who is a Registered Nurse, presented a healthcare framework that would try to equip the frontline agencies with the tools and know-how necessary in disease warfare.
With her academic title Doctor of Philosophy in Public Administration, Gov. Diasen hopes to attain her PEACE plot with the full support of Vice-Gov. Jocel Baac, the two sets of board members, the eight mayors, all other elected officials, and the heads of offices in the province.
Judge Marcelino Wacas administered the Oath of Office.

On a side note, the oath-taking was captured live by media giant GMA, whose crew earlier visited the nationally controversial issue in Rizal.
Shown on the news program “24 Oras” in the evening of June 28 was the interview of newsman Ian Cruz with the newly inaugurated Gov. Diasen.
The Governor gave her word on resolving the case by working closely with the concerned people, adding “We shall look into the events that led to the incident.”
