India: Boarding Anna’s bandwagon of
Lokpal Bill (anti corruption), United Progressive Alliance (UPA) government
headed by Congress has changed
nomenclature of the struggle and its impact. Anna Hazare’s hunger strike
was against government and its corrupt ministers besides corrupt bureaucrats having
political patronage. But by taking lead in making word “corruption” enemy of
people in country, Congress not only made a bid to shield its corrupt ministers
but also categorized whole of Indians as corrupt in a political mastership tactic.
High degree of political mastery
by Congress put oppositions Bhartiya Janata Party (BJP) and Left Front in a fix
as they were not in a position to utter a single word for the four odd days of
hunger strike. Neither to swallow nor to vomit was the situation for opposition.
But one fails to understand that if veteran Congress men could change direction
of wind why then they fail to eradicate corruption, deal with internal and
external security threats and to teach lesson to elements involved in terrorist
activities against India.
Experts are of view that when it
comes to interest (power lust) of politicians they did not hesitate even to
compromise for whatever in possession they have. Compromises, reconciliations
and consensus like word have become constitution of ruling government to which appeasing
punishable and smooth approach towards enemies have become order of
functioning, which forced people to come on roads in support of Anna, experts analyzed.
Common people’s Lokpal will have
jurisdiction over politicians, officials and judges. Chief Vigilance Commission,
entire vigilance and investigation machinery of government will be merged into
Lokpal. It will have power to direct disciplinary action, including dismissal
of a corrupt officer from job. Lokpal will have powers to provide protection
against physical and professional victimization of whistleblowers. Loss caused
to government due to corruption will be recovered from all accused. Punishment would be minimum 5 years and maximum of life
imprisonment.
Features are attractive, but
question is whether the law will take its course after implementation or will
meet the same fate as did other laws already existing in the country? Formulating
stringent law is not all about responsibility but implementation of law
strictly is what matters at the end of day. Let’s assume corruption ends with
Lokpal, but what about political and social corruption? Economically,
politically and socially every Indian is corrupt, some with a bit and some with
heaps and Great India despite knowing them as corrupt provides shelter to all.
