I received the following email communication today from Alex Bronstein-Moffly , Deputy Director of Public Affairs Special Inspector General for Afghanistan Reconstruction.
The subject of his email was regarding Afghan National Police corruption, relating specifically with salaries, much of it paid for and underwritten by US taxpayer funds.
In fact the US has spent billions of dollars to train and equip Afghan National Police.
It read as follows:
“Today, SIGAR released an inquiry into the Afghan National Police mobile money pilot program, used by less than 1% of the force. The report raised concerns that 18% of Afghan police receive their salaries via the “trusted agent” system.
As much as half of the salaries, via “trusted agent” system, are diverted or otherwise siphoned off from the rightful recipients by fees/corrupt practices. As a result up to $45.5 million in Afghan police salaries are at risk in just 2014 alone. Ensuring that police officers receive their full salaries is critical to creating an honest, reliable, and sustainable police force.
