Usually, Industrial Estates are managed and run by Directorate of Industries (DIC), Small Scale Industries Corporation (SICOP), State Industrial Development Corporation, (SIDCO), which are over all looked after and supervised by the department of industries and commerce government of Jammu and Kashmir. All the three organization are entrusted to work with a motive to boost industrial culture for economic liberty and employment. But scheme of central subsidy has virtually changed the nomenclature of industrial setup of the state.

Central Government vide Ministry of Industry’s OM No.EA/1/2/96-IPD dated 24th December 2002 announced schemes of subsidy on the pattern of North Eastern states for promotion of industrial culture which had suffered a setback due to fundamentalist armed insurgency. But state government as usual request centre for concessions and schemes to benefit various sections of people and get sanctioned on human-train and poor economic conditions but government prioritize its vested interest in the schemes and government officials hardly forget to extract their share of advantage out of disadvantageous situation of people of the state.
Industries and Commerce department takes lead in this regard right from allotment or lease of plots. Well informed sources in the department said that officials at the helm of affairs time to time have allotted plots to their blue eyed persons to provide benefits to them. For which authentic aspirants suffer and fail to establish the units. Those allotted sell those plots at higher costs to earn lucrative incentives.
According to Sr Manager Estate, IGC, Samba a list of sixteen defaulters was served notice through news publications as they had deliberately not responded to intimations delivered for the last couple of years. Those who include are M/s Chempack (INDIA) A/1-208, Paschim Vihar, New Delhi, M/S Shivalik Fasteners Pvt Limited 1135 Phase 5 Mohalli, Sun Rise Industries, 9 Canal Road, Purepet Industries, 9 Canal Road, Tasty & Crunchy Products Sec 1 Channi Himat, Sumit Industries Trikuta Nagar, DD Industries, R&R industries, Pratham Infotech and Shri Ganesh Packers Roop Nagar.
There are hundreds of such defaulters who get plots allotted for several years with out creating any infrastructure over it then transfer or sell it on higher rates. Hundreds of plots and sheds are rendered idle as so called industrialists had taken benefits in nexus with officials and left, sources informed. They said that successive ministers also became part of the on going nexus instead of keeping a check and mate over the bungling.
