Is Naxalite Movement in India blessed by Foreign countries?
 
While the Central Government of India had investigated the internal issues relating to naxalite movement within the country, one significant factor had not been examined at length, whether Naxalite movement is blessed by foreign country. A video posted on You-Tube around one year back by a Pakistani hate-group showed that if Pakistan at any point of time becomes successful to conquer India, a separate Maoist country will be created.
 
The video had the title “Ghazwa –e-hind” which symbolized Pakistan’s conquest of India. The details relating to the video had been published in The Times of India on 21st May, 2010, on page one. It was shown in that video that the tract of land touching Nepal border in Bihar to Telengana in South India will be defined as Maoist Communist country. Kashmir, Punjab, Ahmadabad and Junagarh had been shown in Pakistan, meaning that it will go to Pakistan.
 
The same video had shown that Sikkim will go to China. Ghazwa – e-hind means the final reconquest of India by muslim armies. Its home page belongs to Sheikh of Silsilah Naqshbandia Owaisiah Hazrat Ameer Muhammad Akram Awan. Although the video mentions so many details, there is no direct evidence of Pakistan’s tacid support to the Maoist movements in India. The other details in the video inferred six things; (i) a large tract extending from the Nepal border touching Bihar to Telengana in the South being under the regime of Maoist Communist Country; (ii) separate Khalistan for Punjabis; (iii) all north-eastern states under the rule of different countries; (iv) Dravidistan to be carved out of India including Jammu and Kashmir; (v) Ferozepur and Gurdaspur districts of Punjab with Ahmadabad and Punjab going back to Pakistan; (vi) Sikkim going to China and the rest being part of greater Pakistan and Dalitistan to include part of Dandakaranya but smaller in size as compared to the new Maoist country.
 
But Lt. Colonel (Retd.) RSN Singh, of Indian Defence Review denied any direct link of the foreign countries in respect of the Maoist movement in the country. He said that Pakistan would be greatly benefited by the problems faced by India in respect of internal security which had been affected by the Maoist movement existing in different parts of the country. Even RAW officials spoke to Times of India officials and mentioned that there had not been any reports of any direct Pakistani support to the Maoists in India.
 
As far as the Indian Government is concerned, whether the video shows the truth or not, the inter-state borders which are used for insurgencies require a fresh look. Indo- Pak border in Jammu and Kashmir, Punjab, Rajasthan and Gujarat require serious re-orientation. As the geographic base of these states are totally different, for example Kashmir being covered by snow, Punjab being full of rivers, while Rajasthan having desert land, the type of security existing in these borders has to be equipped to stop any type of entry of Maoists or weapons through the borders. The Indo-China border in the same way requires to be tight and resistance –proof. Indo-Nepalise, Indo-Bhutanise and Indo-Bangladesh border require strong introspection. Besides, the coastal waters in the Southern part of India requires very strong security and updation of the security system.
 
The immigration department of India can make stronger rules and regulations for the citizens of the neighbouring countries to enter India. The check up at the transit points can be even more stringent. US, UK, France, Germany, Australia, have stronger immigration commitments for foreigners, India can do the same thing.
 
India can have multilateral talks with all these neighbours like Pakistan, China, Nepal, Bangladesh, etc., to send any wanted Maoist from these countries to India for facing hearing under Indian law. If the multilateral negotiations can prevent terrorist movements across the borders, the same negotiations can help in combating Maoists in India.
 
Lastly India’s effort in carrying out the census, and providing identity cards to the citizens require a new look. Generally photo-identity cards are provided to the citizens for purposes of obtaining ration card and exercising the right of voting. For getting the support of the vote-bank many ruling State Governments had made the process very liberal. The identity cards should contain details of the persons and the process of providing the identity cards should be scientific and done meticulously.
 
If India can take stringent efforts to cross-border terrorism, the effort can enhance the internal security system to combat Maoist movements within the country. Unless Maoists can get arms and ammunition from the neighbouring countries, they cannot continue their aggression in different parts of India. Let us hope the India re-orientate the security system across the borders to address the Maoist menace.

Adjudicated the Raga Session of Eastern Classical Music of inter-college Cultural Fest Titled NH 65 held in National Law University Jodhpur as Judge from 7th to 10th October, 2010. Participants from National Law Universities and other reputed Institutions across India participated in the Cultural and Literary Fest.
