The memorandum further adds that “although you (Dr. Manmohan Singh) proclaim to be the head of a government of world largest democracy but your government has been responsible for awarding impunity to the security forces under draconian laws and allow them to arrest, torture and extra judicially kill people in Jammu and Kashmir at their whim. These crimes against humanity under your watch going on for decades and we the people of Jammu and Kashmir member of civilised world deplore your inaction in protecting right to life, liberty and security of persons in Jammu and Kashmir. The Government of India cannot and will not be able to hide these heinous crimes of your security forces in Jammu Kashmir. The International community know that:
1- Presence of over 700,000 troops in Indian Occupied Kashmir which commit crimes such as killing, rape, enforced disappearance on an on-going basis and have made the life of Kashmiris a living hell. Hundreds of unidentified graves – believed to contain victims of unlawful killings, enforced disappearances, torture and other abuses – have been found in Indian-administered Jammu and Kashmir, for further details please watch ‘Kashmir’s Torture Trail’ (http://www.channel4.com/programmes/kashmirs-torture-trail/4od) .
2- The Indian Government has been using torture as a systematic tool of repression against ordinary citizens in Kashmir to deter political dissent against Indian occupation and control over Jammu Kashmir. There are thousands of Kashmiri prisoners languishing in Indian jails and routinely subject to torture to confess crimes they never committed.”
Mahmood Kashmiri, Chairman, JKNIA talking to media person on this occasion said that “the killing of 6 peaceful protesters and injuring dozens on 18 July in Gool, Jammu and putting whole of Kashmir under siege and curfew is yet another example of arrogance and systematic physical and emotional torture Indian government and security forces are engaged in Jammu and Kashmir.”
