J&K Cabinet orders major shake up in administration


 Jammu and Kashmir State Cabinet, which met in Jammu on Wednesday evening  under the chairmanship of Chief Minister, Omar Abdullah ordered major shake up in civil administration.
Giving details, the Chief Secretary, S. S. Kapur said that Verghese Samuel, IAS, Financial Commissioner, PWD (R&B), has been transferred and posted as Financial Commissioner, Home.
P.S. Gill, IPS, Director General, Youth Services and Sports, has been transferred and posted as Commissioner, Vigilance against an available vacancy.
Anil Goswami, IAS, Financial Commissioner, Revenue, has been transferred and posted as Principal Secretary, Industries and Commerce.
Mohammad Iqbal Khandey, IAS, Principal Secretary, Forests, has been transferred and posted as Director General, IMPA, vice Pramod Kumar Jain, IAS, who has been transferred and posted as Commissioner/Secretary, Social Welfare.
Dr. R. K. Jerath, IAS, Principal Secretary, Social Welfare, has been transferred and posted as Financial Commissioner, Revenue, vice Anil Goswami.
Sudhanshu Pandey, IAS, Divisional Commissioner, Jammu has been transferred and posted as O.S.D. in Finance Department. He will take over as Commissioner/Secretary, Finance after March, 2009, relieving Principal Secretary to Governor, Mr. B. B. Vyas, IAS, of the additional charge.
Mehboob Iqbal, IAS, Commissioner/Secretary, Consumer Affairs and Public Distribution, has been transferred and posted as Commissioner/Secretary, Public Works (R&B).
Shant Manu, IAS, Managing Director, J&K State Power Development Corporation, has been transferred and posted as Commissioner/Secretary, Forests.
Bipul Pathak, IAS, awaiting posting orders after availing study leave, has been posted as Managing Director, J&K State Power Development Corporation.
N. K. Verma, IAS, Commissioner/Secretary, Culture, has been transferred and posted as Commissioner/Secretary, Higher and Technical Education vice Khazir Mohammed Wani, IAS, whose orders will be issued separately.
Abdul Hamid, IAS, Excise Commissioner, has been transferred and posted as Commissioner/Secretary, Transport with effect from March 1, 2009, upon the retirement of Dalip Singh. Mr. Hamid will remain available with the General Administration Department till February, 28, 2009.
Dr. Pawan Kotwal, IAS, Commissioner/Secretary, Industries and Commerce, has been transferred and posted as Divisional Commissioner, Jammu, vice Mr. Sudhanshu Pandey.
K. B. Jandial, IAS, Secretary, Information, has been transferred and posted as Secretary, Consumer Affairs and Public Distribution. The charge of the Administrative Secretary, Information will be held by Commissioner/Secretary, GAD, in addition to his own duties.
Mrs. Tanveer Jehan, IAS, Secretary, Cooperatives, has been transferred and posted as Secretary, Tourism and Culture vice Mr. Naeem Akhtar, who has opted for voluntary retirement with effect from February 28, 2009. Naeem Akhtar will remain available with the GAD till his retirement.
Jeet Lal, Gupta, IAS, Director, Consumer Affairs and Public Distribution, Jammu, has been transferred and posted as Secretary, J&K State Finance Commission against an available vacancy.
Pradeep Gupta, IAS, Director, Industries and Commerce, Jammu has been transferred and posted as Excise Commissioner, vice Mr. Abdul Hamid.
Mr. Sheikh Ejaz Iqbal, IAS, Managing Director, J&K State Financial Corporation, has been transferred and posted as Secretary, Revenue, relieving FC(R) of the additional charge of the post. Mr. Ramesh Kumar Koul, Special Secretary, Finance will hold additional charge of the post of Managing Director, State Financial Corporation till further orders.
Kachu Isfandyar Khan, IAS, awaiting posting orders after medical leave, has been posted as Director, Land Records, Kashmir, vice Mrs. Dilshad Khan, KAS, who has been transferred and posted as Director, Rural Development, Kashmir, relieving Secretary, RDD of the additional charge of the post.
Mrs. Sarita Chauhan, IAS, Director, Tourism, Jammu, has been transferred and posted as Director, Industries & Commerce, Jammu, vice Mr. Pradeep Gupta.

Director, Horticulture Planning and Marketing shall hold additional charge of the post of Managing Director, HPMC till further orders.

Hemant Kumar Sharma, KAS, Director, Area Planning, has been transferred and posted as Director, Consumer Affairs and Public Distribution, Jammu, vice Mr. Jeet Lal Gupta.
