J&K Cabinet promotes IAS, KAS officers, approved road map for arrears of 6 Pay Commission

 

 

Srinagar, October 27 (Scoop News) – The Cabinet which met here today under the Chairmanship of Chief Minister,  Omar Abdullah, has approved the promotions of  B. B. Vyas, and  Suresh Kumar to the next higher administrative grade of Rs. (67,000-79,000).

Consequent upon his promotion  Suresh Kumar has been designated as Principal Secretary.

In another decision, Cabinet has ordered the promotion of six IAS Officers to the Super Time Scale of Rs.37,400-67,000 plus GP of Rs.10,000 with immediate effect. These include  Mohammad Sayeed Khan,  Ghulam Ahmad Peer, s. Tanveer Jehan,  Jeet Lal Gupta,  Bishan Dass Sharma and  Bashir Ahmad Khawaja.

Consequent upon their promotion to the super time scale of IAS,  Mohammad Sayeed Khan, s. Tanveer Jehan,  Jeet Lal Gupta,  Bishan Dass Sharma have been designated as Commissioner Secretaries to Government in their respective departments.

In another decision, the Cabinet accorded Special Scale to 18 Selection Grade Officers of Rs. (37, 400-67, 000) with grade pay of Rs. 8,700 of the Jammu and Kashmir Administrative Service with effect from October 13, 2010. These include  Mohammad Aslam Hamdani,  Munshi Muzaffar Hussain,  Mohammad Saleem Shishgar,  Mohammad Sadiq Sheikh,  Bashir Ahmad Saraf,  Arun Kumar Sharma (on proforma basis), Sheikh Fayaz Ahmad,  G. S. Chib,  Daulat Ram Sharma,  Showkat Ahmad Beigh, s. Reva Gupta,  Ghulam Rasool Wani,  Showakat Ahmad Fazli,  Rafiq Ahmad Hakim,  Mohammad Yousuf Zargar,  Talat Parvez Rohella (on proforma basis),  Anil Kumar Gupta and Dr. Sat Pal.

Consequent upon these promotions  G. S. Chib,  Ghulam Rasool Wani and Dr. Sat Pal who are posted in the civil secretariat are designated as Special Secretaries to the Government in their respective departments and offices.

 Showkat Ahmad Beig has been designated as Special Secretary in the private office of Chief Minister at Srinagar and  Rafiq Ahmad Hakeem has been designated as Joint Director, SKIMS and ex-officio Special Secretary to Government.

 

Cabinet approved road map for settlement of the arrears of the Sixth Pay Commission :-

The cabinet approved road map for settlement of the arrears of the Sixth Pay Commission in respect of the employees of the State Government.

According to which 50 percent of the arrears that are due shall be settled by the State Government on its own. However, for the remaining amount, the matter shall continue to be pursued with the Government of India.

These arrears will be paid in varying number of instalments and through the G P Fund route for different categories of employees which will have different lock-in periods for different categories, as:

Class-IV employees shall be paid in four equal annual instalments of 25 percent each starting from 2011-12, with a lock-in period of three years for each instalment.

Class-III employees shall be paid in five equal annual instalments of 20 percent each starting from 2011-12 with a lock-in period of four years for each instalment.

Class-II and I employees shall be paid in six annual instalments starting from 2011-12. First five instalments shall be of 15 percent each whereas the last instalment shall consist of balance 25 percent, with a lock-in period of 5 years for each instalment.

Pensioners shall be paid their dues in cash in three to six annual instalments beginning from 2011-12, in relation to their categorization in different age-groups, as per details given below.

Transfer and Postings in Administration

Srinagar, October 27- State Cabinet today ordered transfers and postings of four officers.

 Manoj Kumar Dwivedi, Deputy Commissioner, Jammu has been transferred and posted as Secretary, Science and Technology and Information Technology, relieving Commissioner Secretary, Department  of Tourism and Culture of the additional charge of the post.

 Sanjeev Verma, Deputy Commissioner, Leh has been transferred and posted as Deputy Commissioner, Jammu.

 T. A. Angchok, presently on leave is posted as Deputy Commissioner, Leh. He will join his post immediately after expiry of his sanctioned leave.

 Shabir Ahmad Bhat, Additional District Development Commissioner, Ramban has been transferred and posted as Deputy Commissioner, Ramban. He will join his new post on the retirement of  Kul Bhushan Magotra on October 31, 2010.

 

 

The Cabinet also approved the appointment of  M. Y. Khan, former Chairman of J&K Bank as Chairman of the Board of Directors of JVC for execution of Pakal Dul and other two projects in the Chenab basin.

            The Cabinet also approved appointment of  S. S. Jamwal as Director, Economic and Statistics in the pay scale of Rs. (37, 400-67,000) with grade pay of Rs. 8700/- with effect from June 29, 2010.

 

The Cabinet today approved promotion of two Superintendent Engineers as Chief Engineers. These are  Zahoor Ahmad Chat, Superintendent Engineer Hydrolic, Circle Baramulla, who has been promoted as Chief Engineer and posted as Chief Engineer UEED, Srinagar relieving  Mir Najeebullah, Chief Engineer and Flood Control Department of the additional charge.  Ashok Kumar Koul, incharge Superintendent Engineer J&K ERA, Jammu has been also promoted as Chief Engineer and posted as Incharge Chief Engineer Civil Investigation and design wing (PDC), Jammu.
