J&K CM emphasises for development of Kupwara & Budgam districts

Jammu, December 20 (Scoop News)   –  Chief Minister,  Omar Abdullah while presiding over the Budgam District Development Board meeting emphasised for overall development of Budgam district, so that the district which is located very near to the capital city is able to find its deserving position in all fields of development. He appreciated district administration for executing various works during recent turmoil inspite of various constraints but at the same time directed them to ensure quality oriented performance in all works while achieving their assigned targets.

                In the Budgam board meeting, the Minister for Finance and Ladakh Affairs,  Abdul Rahim Rather, Minister for Agriculture,  Ghulam Hassan Mir who is also chairman of the DDB, Budgam, Minister for Animal Husbandry, Aga Syed Rohulla, Minister of State for Tourism,  Nasir Aslam Wani, Minister of State for R&B,  Javaid Ahmad Dar, MLA Khansahib,  Hakeem Mohammad Yaseen, MLA Chadoora,  Javaid Mustafa Mir, MLA Beerwa, Dr. Mohammad Shafi, Principal Secretary to Chief Minister,  B.B. Vyas, all HoDs and district heads were present.

                While as in the Kupwara board meeting, the chairman of the board,  Taj Mohi-ud-Din, Vice Chairman of the board  Nasir Aslam Wani, Member Parliament,  Shairf-ud-Din Shariq, MLA Handwara Ch. Mohamad Ramzan, MLA Karnah,  Kafeel-u-Rehman, MLA Kupwara  Saifullah Mir, MLA Lolab,  Abdul Haq Khan, MLA Langate, Er. Abdul Rashid and MLC Kupwara, Rafiq Ahmad Shah were present. The Chief Minister also directed the Kupwara district administration to gear up all their resources and ensure that all their targets about developmental works are accomplished within coming three and a half months so that full utilisation of funds is achieved without compromising quality. He also directed them to consider deficiencies pointed out by NAPCOM so that all the criteria are fulfilled while executing the works.

                Chief Minister called for dove-tailing of various development schemes in Irrigation, Flood Control and R&B sectors with MG-NREGA to get desired gains for immediate utilisation and benefit of the people. He said that it has become necessary that various works under R&B, PHE, Irrigation and other departments are converged with NREGA works in such a manner that manpower of NREGA is properly utilised on one hand while as the machinery and material of other departments is also used for completing the various developmental projects on the other. He said some pilot projects should be completed and all concerned Deputy Commissioners should be taken to such places where these conversion projects yield good results and could be adopted in other districts as well.

                In Budgam,        the Chief Minister sanctioned additinalities to the extent of Rs. 3.33 crore in various sectors of which Rs. One crore was sanctioned for laying HT/LT power lines in far flung and neglected areas of the district. In addition, Rs. 25 lakh each were sanctioned for interior roads of Khansahib and PHC Hayatpora respectively besides Rs. 35 lakh for acquisition of land for the Bus Stand at Chadoora. The Chief Minister also announced one ambulance for PHC, Khag.

                While as in Kupwara board meeting, the Chief Minister announced the additionality of approximately Rs. 4 crore under various sectors including Rs. One crore as untied grant which will remain at the disposal of the concerned Deputy Commissioner for taking up the works which he feels necessary while interacting with the people during public darbar. He also announced additionalities for administrative block Handwara, Kralpora Bridge, PHC building Kupwara, Gujjar and Bakerwal dietaries, for self employment schemes and community centre Langate and Tangdar Sumo Stand and Tangdar Park.

                When board meeting was informed about the poor performance in education scenario of the district Budgam because of low literacy percentage as compared to all other districts of the state, the Chief Minister issued on spot orders for constitution of an expert committee by Directorate of Education to find the reasons for the same and submission of survey and research report by the committee suggesting remedial measures thereof.

                In Budgam Board meeting,  Ghulam Hassan Mir complimented district administration for providing better service to the people despite many odds during the past few months of the current fiscal. He called for added efforts to bring education in district at par with other districts of the state. He also urged for improving power transmission system in the district adding that it would be a step in the right direction to improve power scenario in the district.

                Similarly in Kupwara board meeting,  Taj Mohi-ud-Din, chairman of the board, expressed gratitude to the Chief Minister for thoroughly reviewing  all developmental aspects from morning to evening and listening all the problems minutely. He said that the Chief Minister who is personally monitoring all the developmental works and taking such a keen interest in studying each matter to its depth is the clear indication of the fact that developmental scenario of the state is gaining momentum day by day.

                Earlier, the District Development Commissioner Budgam,  Mohammad Rafi while giving resume of the development scenario with physical and financial achievement said that 64 percent of the total availability has been incurred on various projects till November 2010 in the district. He said 1241 works have been taken in hand under MG-NREGA, out of which 553 works have been completed so far. He said that Humhama-Raithan-Arizal road is under construction at a cost of Rs. 31.27 crore, of which Rs. 25.98 crore have been spent and 90 percent work is complete. In addition, Natipora-Nowgam-Pulwama road is also nearing completion at a total cost of Rs. 26.48 crore. So far, Rs. 19.68 crore have been spent on this 24 km road.
