Udhampur/Jammu, April 21 (Scoop News) – J&K Chief Minister, Omar Abdullah Thursday said that he wants to convert juvenile detention centres into reform centres where children could be given trainings in different skills and provided conducive environment to reform and be good citizens. “After leaving the juvenile centre they should not have worsen but reformed as normal and useful persons”, he added.
Speaking at a Workshop on Juvenile Justice System organized by the J&K Police in collaboration with ‘Save the Children’ (NGO) at Sher-i-Kashmir Police Academy here, the Chief Minister highlighted the need for bringing the Jammu and Kashmir State Juvenile Justice Act at par with the National Act to remove impediments if any ensuring reform of juveniles rather than detention.
“I would ask the Law Department to look into the provisions of both the Acts and if any gap is required to be filled up in the State Act through legislation we should move towards that direction”, he said underlining the importance of a befitting and up to the mark juvenile justice system in place to avoid any chance of err in dealing with juveniles.
Chief Minister called for notifying one official in each police thanna as a juvenile welfare officer to look into the issues regarding juveniles.
“This would definitely add to your responsibilities but for the larger cause of child rights and juvenile justice, posting of such officers is need of the hour”, he said reiterating that he would take up both the issues with the Law Department soon to act upon.
“In my personal opinion no juvenile should at all be detained but when there is no choice he should get full justice and treatment to reform, correct his misconceptions and mindset and be rehabilitated as a normal citizen”, he said flagging the importance of more and more workshops on the subjects of juvenile justice, save child and rights of child to evolve suggestions and strategies in this direction.

The Chief Minister said that the young police personnel are responsible to bringing healthy change in the mindset of the people about functioning of police. “Your conduct, public rapport, helping hand to needy, response to people’s grievances and professionalism would act as catalyst in this process”, he said and asked the passing out officials to be instrumental of change and prove worthy of the uniform they wear.
“At this point in time you are at the cutting edge and you have to lay edifice for strong, modern, professional and public friendly policing in the State. You have to face challenges, pressures and pulls but at the end of the day you have to come out winners and as role models for your juniors and the ranks below”, he told the trainees.

The DGP said that in the present batch 84 Deputy Superintendent of Police and 510 Sub Inspector probationers have been imparted training in the SKPA Udhampur. He also gave details of the nature of training and the subjects taught to the trainees in the academy.
The Chief Minister also laid foundation of Rs. 90 lakh indoor block at the academy. The block is likely to be completed within 8 months. The ADG Law and Order, K. Rajindra and ADG, Ram Lubia, Deputy Commissioner, Udhampur, Baseer Ahmad Khan and various senior police officers were present on the occasion.
The Director SKPA Udhampur, Ashok Gupta presented the resume of the activities of the academy.
