Srinagar,July 24 (Scoop News) – Underlining Third Party Monitoring initiative as an important means to debottleneck time bound implementation of projects and bring in transparency in physical achievements and financial transactions, Chief Minister, Omar Abdullah Tuesday emphasized the need for broad basing the initiative to cover more and more projects.
Receiving the brief on various projects monitored by NABCONS in the State during the last year at a high level meeting here, the Chief Minister said that the benefit analyses and outcomes also need to be incorporated in the monitoring mechanism.
The meeting was attended by Advisors to the Chief Minister, Mubarak Gul and Devender Singh Rana, Chief Secretary, Madhav Lal, Principal Secretary Finance, M. I. Khandey, Principal Secretary Planning, B. B. Vyas, Principal Secretary Housing and Urban Development, Suresh Kumar, Commissioner Secretaries, Tanveer Jahan, B. D. Gupta, Shantmanu, Secretary Health, M. K. Dwivedi, Chief Executive Officer NABCONS, M. K. Modugal, Chief General Manager NABARD, S. C. Rubra, General Manager NABCONS, P. K. Dholaki and various senior government officers and officers from NABARD.
The Chief Minister is of the view that the initiative gets roots in all departments so that all works are monitored by independent 3rd Party and provide detailed appraisal of the physical and financial status alongwith the short comings if any, prevailing in the process of time bound completion of the projects.
In a PowerPoint presentation CEO NABCONS said that the organization has conducted monitoring of 76 projects involving Rs. 171 crores in 2009-10 as many as 33 projects costing Rs. 82.71 crores in 2010-11 while 34 projects costing Rs. 605 crore in 2011-12 and 53 projects worth Rs. 233.19 crores in 2012-13 so far.
He said that NABCONS is also evaluating 20 projects under flood management, 50 projects of Rural Development Department and R&B and one project of SIDCO. He identified the areas of Horticulture, Animal and Sheep Husbandry, Fisheries, Agriculture and milk processing in which NABCONS can be involved for monitoring analysis and expert suggestions.
General Manager NABCONS, P. K. Dholakia in his PowerPoint presentation gave resume of the analysis and evaluation of 34 projects worth Rs. 605 crores monitored by NABCONS last year. He said, of these 15 projects are of roads, 7 pertain to buildings, 4 to bridges, 3 sewerage, 3 PHE and 2 in irrigation sector. He said these projects were monitored in 12 districts including Leh.
Speaking in the meeting Chief General Manager NABCONS, S. C. Rubra presented the public perception regarding third party monitoring initiated by Chief Minister, Omar Abdullah in the State and said that it has brought transparency and created good impact in the minds of people.
