Srinagar, October 19 (Scoop News) –Underlining the importance of equipping government hospitals with modern medical gadgets to ensure qualitative treatment to the patients, Chief Minister, Omar Abdullah today sanctioned 11 CT Scan machines for the health institutions in the State. The machines likely to cost about Rs. 15 crores will give considerable boost to the diagnostic facilities in the hospitals run by the health department.
Omar also advised concerned departments to ensure implementation of transparent transfer policy framed by the government. He also directed for changing nomenclature of grading doctors in A and B- category, advising them to make the grading of doctors on the basis of specialty and seniority accordingly.
Chairing a high level meeting, here to review the performance under the scheme National Rural Health Mission (NRHM), the Chief Minister also sanctioned State share of about Rs. 16 crores for opening of Nursing Schools in the State. He also approved release of Rs. 27.16 crores for various programmes of NRHM.
Omar Abdullah emphasized the need of reaching out people in rural and far-flung areas for best possible health care and equipping the hospitals and health centers with latest medicare appliances. He asked the department to render their duties in a missionary zeal and put in every effort in universalizing better medical service to the people.
The Chief Minister said that government has flagged health sector one of the most important five sectors in the development policy and wide-ranging measures have been initiated to improve and upgrade health facility to the people in the State.
“Along with modern equipment and machinery, the necessity of manning the health institutions by qualified subject matter specialists, physicians, gynecologists, etc. and adequate para-medical staff is of paramount importance”, he said and directed for strict adherence to the transfer policy put in place in the health department. “Transfer policy in place should be implemented in letter and spirit”, he asserted.
The Chief Minister also directed for uniform application of guidelines in the health department insofar as implementation of various schemes are concerned. “There should be no selective approach in this regard”, he said.
The meeting among others was attended by Minister for Health, Sham Lal Sharma, Minister of State for Health, Javid Ahmad Dar, Chief Secretary, S. S. Kapur, Principal Secretary Health and Medical Education, R. K. Jearth, Principal Secretary to Chief Minister, B. B. Vyas, Commissioner Secretary Finance, Sudhanshu Pandey and other senior officers.
Speaking in the meeting, the Health Minister gave a resume of the performance by the department under NRHM in the State. He said that MoU is being signed for opening up of Nursing Schools in the State at a cost of Rs. 78 crores on 80:20 ratio to be shared by the Center and State Governments. He said steps are also afoot to set up a separate Directorate of Procurement and Supplies so that medicines could be supplied to the patients on reduced prices.
The meeting discussed issues pertaining to the appointment of contractual staff under NRHM as per the guidelines, signing of MoU for opening of Nursing Schools, establishment of separate Directorate of Procurement and Supplies, procurement of CT Scan machines, creation of temporary posts of Dental Surgeons, change of nomenclature of health institutions, change of designations of specialists, measuring physical accessibility to health care and population coverage modeling in the State through remote sensing and policy regarding registrarship.
