According to a Jammu and Kashmir Government Order issued on Thuresday evening by General Administration Department, the Government offices observing five-day week shall close at Jammu the winter capital of state on Friday, April 24, 2009 after the office hours while as offices observing six- day week shall close on Saturday, April 25, 2009 after the office hours for annual office Move. All the offices shall, however, reopen at Srinagar the summer capital
on Monday, May 4, 2009.
All the departments will send their advance parties on April 18, 2009 consisting of one Gazetted Officer and four or five non-gazetted officials. The advance parties shall start functioning in Srinagar on Monday, April 27, 2009.
No leave shall be admissible in combination/continuation of move days except in very exceptional circumstances. The cases for grant of such leave should reach the General Administration Department by or before April 17, 2009 duly recommended by respective departments. No leave application shall be entertained after this date. Incomplete cases or cases not received in time shall not be entertained.
The departments have been asked to ensure that the boxes carrying records/files are properly locked and keys sent to advance parties at Srinagar well in time.
The offices moving in camps shall carry 33 per cent of the strength of staff in that particular office or with 10 officials, whichever, be minimum or otherwise as specifically indicated.
The SRTC will make available sufficient number of buses in good condition for transportation of employees Kashmir-based employees on April 25 and 26 and for Jammu-based employees on May 2 and 3. The booking of buses shall be issued by SRTC in advance from April 20, 2009 both from Civil Secretariat and main booking counters of SRTC.
The SRTC will also make available trucks for shifting of records from Jammu to Srinagar as per the requisition made by the Departments.
The SRTC will ensure that one crane, two empty buses and two empty trucks accompany the convoy on their respective days so that the employees do not face inconvenience due to any breakdown of buses/trucks. A mobile workshop shall also accompany the convoy.
The Health Department will arrange medical facilities at Qazigund, Banihal, Ramsu, Ramban, Patnitop, Kud, Udhampur and Jajar Kotli on the days when the employees are traveling from Jammu to Srinagar.
Police will escort the employees and the records’ convoy all along the route up to their respective destinations. It will also make sure that move convoy gets precedence in crossing the Jawahar Tunnel.
SSP Security Jammu shall supervise packing/loading of records of the offices located outside the Secretariat from security point of view and issue clearance certificate to the drivers who in turn will show it to SP Security to allow them to be included in the convoy.
No moving employee shall occupy any Government/E.P/Municipal residential accommodation except under proper allotment order. The employees can, however, retain the Government accommodation allotted to them at Srinagar for bonafide use of their families under intimation to the Estates Department. The moving employees having ration card at Jammu shall surrender the same to obtain ration card at Srinagar.
Special Move T.A. shall be paid at the uniform rate of Rs. 5,000/- per employee to be drawn and disbursed in advance. This special move T.A. shall not, however, be payable to such employees who do not move within the prescribed date.
Salary for the month of April in respect of all the employees working in move offices shall be drawn on April 20, 2009.
All the Administrative Departments shall detach the staff, if any, temporarily attached by them from Subordinate Offices of Jammu Division, before closure of Move offices in Jammu.
The office timing for Civil Secretariat and Departments located within the premises of Civil Secretariat will be from 9.30 a.m. to 5.00 p.m. and Heads of the Departments located outside the Civil Secretariat observing six-day week will be from 10.00 a. m. to 4.00 p. m.
The order says that following Departments shall move in full including all Departments of the Civil Secretariat including Chief Minister’s Secretariat, personal Staff of Ministers, Director Estates, Department of Civil Aviation, Civil Secretariat Dispensary, Security staff of Civil Secretariat, Civil Secretariat Treasury, Executive Director, Rehabilitation Council of the Social Welfare Department; Financial Commissioner (including Joint Director, Statistics in Camp); Director General of Police including CID Organization; Vigilance Commissioner; Chief Electoral Officer, J&K; Director General Prisons; Director General, Fire and Emergency Services; Director Information; Director General, State Motor Garages; Director, Hospitality and Protocol Department with the Catering Staff; Director, Accounts and Treasuries; Director Employment; Director Forest Protection Force; Director Youth Services and Sports; Director Technical Education; Director State Forest Research Institute; Director Tribal Affairs; Development Commissioner Power; Labour Commissioner; Principal Chief Conservator of Forests; Accounts Officer, G P Fund Moving Cell; Custodian General; Transport Commissioner; Assistant Director/Programme Officer AIDS Cell; Special Officer Auqaf; State Board of Technical Education; Advisory Board for Development of Gujjars and Bakerwals; J&K State Finance Commission; J&K State Electricity Regulatory Commission; J&K State Commission for Women; J&K Police Housing Corporation; One-Man Forest Authority; Toshkhana Officer; and J&K State Accountability Commission.
