“Without any consideration of who represents which Assembly Constituency, the coalition government pays equal attention to reach out to the people in all areas on development front”, he said and maintained that uniform development particularly in those areas which are left under developed is the focus in policy planning of his government.
Addressing the separate District Board meeting of Udhampur and Kathua districts here, the Chief Minister said that remote, kandi and backward areas should receive priority attention for faster development.
Omar asked the district administrations to utilize funds in full and put in vigorous efforts in time line completion of schemes so that benefits reach to the people well in time and upgradation and improvement of basic amenities gets considerable fillip.
The Chief Minister said that formulation of Plans and Projectization of Flagship Schemes should be in consonance with the requirements and needs of the people in particular areas. Chief Minister wished success to the new Chief Secretary Madhav Lal who attended the first District Board meetings after resuming the charge as CS of the State. Omar expressed the hope that under the new Chief Secretary, the functioning of administration would further improve to give boost to the developmental activities to seek prosperity to the state.
The Chief Minister appreciated the District Administration for good performance in realization of targets and showing considerable progress in almost all development sectors. He hoped that both the districts will fulfill the targets in full praising the Udhampur district administration for realizing about 84% targets by the end of last January.
“There are about two months more at your disposal”, he told District Development Commissioner impressing upon them to put in added efforts in achieving the financial as well as physical targets in full.
The Chief Minister announced Rs. 4.61 crores additionality for the completion of various works in Udhampur district.
Speaking in the meeting, the Deputy Chief Minister lauded the Chief Minister’s keen interest in monitoring the progress of works in each district and reviewing the status regularly.
Tara Chand laid stress on maintaining quality of works and asked the District Development Commissioners to make monitoring of works there regular feature. “You should constitute a team which would travel in all areas and inspect the works on ground”, Tara Chand who is also Chairman District Development Board, Udhampur, directed the DCs.
The Minister for Tourism, who is also Chairman of District Development Board, Kathua in his address to the meeting emphasized the need for redoubled efforts to realize the targets in full.
In a power point presentation, the District Development Commissioner, Udhampur, Baseer Ahmad said that 83.93% achievement has been registered in the district in utilization of funds and completion of schemes under the current District Plan.
Giving sector wise and project wise overview of the works, he said that out of total capital availability of Rs. 56.59 crores in the district plan this year, over Rs. 47.50 crores have been expended by the end of January last. He also highlighted the areas requiring additional funds for speedy completion of the schemes.
In her power point presentation, the District Development Commissioner, Kathua, Zahida Khan said that 74% achievements have been registered in the district on financial and physical areas during the current year by the end of January last. She said that out of total availability of Rs. 55.80 crores, Rs. 41.04 crores have been spent under the District Plan this year by the end of January 2011.
She elaborated achievements registered in various sectors scheme wise and project wise. She also highlighted the issues and demands regarding requirement of additional funds to give further boost to the ongoing development schemes.

In response to their demands, the Chief Minister said that the scope of review meetings is only to analyze the status of progress and monitor the projects thoroughly. However, he said, that wherever necessary he provides additional funds for completion of ongoing schemes. He said that the legislators and members of the Board should incorporate the public demands at the time of plan formulation as per the priority of the work.
