The House consider the Bill and passed it with the voice vote with some amendments viz the words “ the licence be deleted from sub-clause (5) of clause 6, the word “propose” in item (a) of sub-clause (6) of clause 6 be substituted by word ‘proposed”, the words “one year” wherever occurring in sub-clause (7) of clause 6 be substituted by the words “two years”, recast of clause 8, the fee for licence and the words “class of person” shall be substituted by the word “area”. The fee for grant of licence shall be Rs. 30, 000 and the renewal fee for such licences shall be Rs. 10, 000 per annum.
As many as 10 Bills were introduced in Legislative Assembly today. These Include L. A. Bill No 24 of 2010 “To provide for transparency and accountability of Municipalities, L. A. Bill No 27, of 2010 “To establish Municipal Ombudsman for the purpose of investigating charges of corruption or maladministration in urban local government institutions in the State” and L. A. Bill No.29 of 2010 “To amend the Jammu and Kashmir Municipal Act, 2000 and the Jammu and Kashmir Municipal Corporation Act,2000”.

Minister for Finance, Abdul Rahim Rather introduced L. A. Bill No. 30 of 2010 “To amend the Stamp Act, 1977, L. A. Bill No.32 of 2010”, “To amend the Jammu and Kashmir State Finance Commission Act,2006” and L.A.Bill No. 33 of 2010 “To regulate the transactions of money lending in the State of Jammu and Kashmir and for matters connected therewith and incidental thereto”.
Minister for Law and Parliamentary Affairs, Ali Mohammad Sagar introduced L.A.Bill No 31 of 2010 “To repeal various obsolete laws which are no more in use in the State”.
Minister for Labour and Employment, Abdul Gani Malik introduced L. A. Bill No. 25 of 2010 “To amend the Industrial Disputes Act,1947”. The payment of Gratuity Act, 1972 and the minimum Wages Act,1948 (Central Acts)in their application to the State of
Minister for PHE, Irrigation and Flood Control , Taj Mohi-ud-Din introduced L. A. Bill No.28 of 2010 “To consolidate the law relating to use of water, the measurement, construction, control and management of works with respect to water storage, conservation and protection ,the irrigation, water supply, drainage, flood control and prevention, the improvement in the flow of water, courses, lakes and springs, the safety and surveillance of dams, the establishment of the State Water Resources Regulatory Authority for regulating water resources, ensuring judicious, equitable and sustainable management, allocation and utilization of water resources, fixing the rates for use of water and matters connected therewith or incidental thereto”.
Minister of State for Roads and Buildings, Javid Ahmed Dar on behalf of Minister of State for Tourism and culture introduced L.A. Bill No. 26 of 2010 “To further amend Jammu and Kashmir Ancient Monuments Preservation Act, Samvat 1977”.
