J&K Minister for Finance Abdul Rahim Rather on Monday assured the Lower House that Government was committed to provide all basic amenities to the West Pakistani refugees. He, however, said there was no possibility of according State Subject rights to them.
The Minister was responding to a point raised by Ashwani Sharma during Zero Hour in the Legislative Assembly today.
Rather said that consensus was reached at the All Party Meeting convened by former Chief Minister, Ghulam Nabi Azad, that Government would provide all basic amenities to the refugees as it was providing to its State Subjects. “However, no consensus was developed on according State Subject rights to them in the meeting”, Minister said, adding that it was also decided in the meeting that the Government would recommend to Centre for one-time compensation of Rs. 2 lakh to each family.
In reply to another question raised by Javed Mustaffa Mir, Rather assured the House that the government will ensure that Haj aspirants do not face any problem on account of securing special passports.
The Minister also assured the House that the Government would take serious note of laxity by officers in completing tendering process for various developmental works, if any such instance is brought before it. He was intervening to the point, raised by A. R. Veeri, who demanded simplification of codal formalities in filling of tenders.
The Minister also assured that the Government would ensure that Hajj aspirants would not face any problem on account of securing passports. He was responding to a point raised by Mr. Javed Mustafa Mir.
Sajjad Kitchloo drew the attention of the Government towards fire incident in which a hamlet in Warwan area was devastated in the month of October last year and demanded cash compensation for the affected families. Mr. Raman Bhalla demanded property rights to the residents of Sanjay Nagar and Mir Saifullah demanded early opening of Kulungam-Sopore Road so that people of the area do not face any inconvenience.
Peerzada Mansoor Hussian demanded opening of J&K Bank branch at Nowgam, Shangus, while as Shabir Ahmed Khan asked for Treasury and J&K branches in Manja Kote tehsil.
Ms. Sakina Itoo drew the attention of Government towards inadequate supply of foodgrains to far flung area under Public Distribution System.
Radha Shayam Sharma demanded commencement of higher secondary classes in all Bal Ashrams in the State to reduce the chances of student dropping out after higher secondary education.
Bimla Luthra demanded promotion of Anganwari workers and CDPOs and Ch. Mohammad Ramzan alleged the disappearance of youth in his constituency.
Abdul Gaffar Sofi demanded absorption of Kashmiri language teachers in various schools to ensure promotion of the language.
Sardar Rafiq Hussain Khan demanded compensation to farmers whose land has been acquired by security forces and Army in his constituency.
Hakeem Mohammad Yasin demanded early-completion of work on various bridges and roads in his constituency.
Prof. Chaman Lal Gupta demanded adequate measures for cleaning and de-silting of sewerage nullahs in Jammu City before onset of summer and rainy season
Master Lal Chand demanded opening of Bani-Bhaderwah and Chamba -Bhaderwah Roads to provide alternate link to the area, in the backdrop of frequent blocking of Batote-Kishtwar National Highway.
Syed Bhashir Ahmad and Waqar Rasool demanded opening of college in their respective constituencies while Ch. Zulfiqar Ali demanded early-construction of campus for Budhal Degree College.
. Sukhnandan Kumar demanded de-siltation of irrigation canals in his constituency while as Yash Pal Kundal demanded early release of irrigation water in Samba constituency, ahead of the wheat harvest season.
Rachhpal Singh demanded creation of post of Fine Art teacher in high and higher secondary schools of provide opportunity to the talented students to develop their capabilities in the field.
Ashok Kumar demanded release of salary to persons working as Mali-cum-Chowkidar in Panchayats and Mr. Javed Ahmed Dar demanded immediate measures for reining in stray animals in his constituency to contain incidents of man-wild animal conflicts.
G. M. Saroori demanded early construction of Gujjar Hostel building sanctioned for Chatroo block and Dr. Manohor Lal demanded increase of upper-age limit for applying for Government jobs.
Ajaz Jan called for taking over of construction of SSA buildings by the Government to check alleged misuse of funds, while Dr. Shafi Ahmed Wani demanded better health facilities in Beerwah constituency.
Ashok Khajuria demanded reengagement of Sales Tax employees ousted by the Government and Mr. Nizam–ud-Din Bhat drew the attention of the Government towards issue of delay in appointment of Executive Engineer in R&B Subdivision Bandipora.
Rafi Ahmed Mir and Mr. Ghulam Ahmed Mir demanded adequate supply of power and early installation of damaged transformers in Anantnag district to ensure that people do not face inconvenience during the auspicious occasion of Eid-Milad-un-Nabi.
Jugal Kishore demanded regularization of youth appointed under Raber-e-Ziraat and Feroz Ahmed demanded special arrangements for lifting of stranded passengers of Kargil from Jammu and Srinagar.
Harshdev Singh demanded parity in wages to contractual lecturers working in colleges and higher secondary schools.
Majid Wani demanded extension in date for submission of forms for recruitment in Auxiliary Police, keeping in view the snapping of road link to twin districts of Doda and Kishtwar recently.
Other Members who raised issues of public importance during Zero Hours include Abdul Haq,. Jagdish Sapolia, Durga Dass, Prof. Gharu Ram, Sheikh Abdul Rashid, Abdul Razak and Mushtaq Ahmad Shah.
