Jammu, December 06 (Scoop News) –The Director General of Police (DGP), Ashok Prasad has said that Civil Defence and Home Guards Organization has assumed much importance as the personnel and volunteers of the two organizations do commendable job in the event of natural and man-made calamities.
Prasad, who is also the Commandant General of Home-guards and Civil Defence, was speaking at the 50th Raising Day function of the Organization held at Home-guards and Civil Defence Headquarters here today. He said that the Organization was wholeheartedly delivering noble task of selfless service to the community adding that the volunteers of the Organization have been serving as an auxiliary to the state police. He said that they have played an excellent role on different occasions including Amar Nath Ji Yatra, departure and arrival of Haj pligrims, and other local festivals. He expressed his hope that they will continue to contribute in assisting the people in the times of crisis.
Acknowledging their services, the DGP recalled that civil disturbances during the years of pre-independence and the Chinese aggression in 1962, led to the raising of Home-guards/Civil Defence to deal with the internal security and protect vital installations of the country. He said that the emerging trends like climatic change, melting of glaciers, storms, earthquakes have posed challenges before us and the changes have to be taken note of to avert the chances of draught and loss of human life and property.
Prasad stressed for involving more and more people in the activities of Civil Defence by imparting training, strengthening the infrastructure and enhancing the capacity to deal with man-made and natural disasters. He said that Organization has brought awareness among the masses during past several years but there is still room for improvement in its services as the organization was upholding the highest tradition of voluntary service.
Earlier, the Inspector General of Police, Home guards, Civil Defence and SDRF, Mr Yoginder Koul deliberated on the history of the Organization and said that the volunteers have been doing a noble service during the times of peace and war. He said that the role of Civil Defence has been extended to disaster preparedness to minimize the effects of any calamity and provide relief and conduct rescue operations during such situations. He also gave a brief resume of the training and awareness programmes conducted by the Organization during the year 2012. He read out the Raising Day messages of the Governor, Chief Minister, Minister of State for Home, Principal Secretary Home and the DGP on the occasion.
On the occasion, a parade and mock drill was presented by the contingents of Home-guards, Auxiliary Police and Civil Defence wardens and volunteers. The function was witnessed by a large number of people from all walks of life.
Among others, the function was attended by MLC, Jehangir Mir, ADsGP , K. Rajendra Kumar, Dr. Ram Lubhaya, S. P. Vaid and Navin Aggarwal, former DsGP, M. M. Khajuria and A. C. Chatervadi, IsGP Dilbag Singh, Dr. B. Srinivas, Arun Kumar, Abdul Ghani Mir, M. Sulaiman Salraia. Kamal Sain and Muneer Ahmed Khan, DIsGP, S. S. Khandre, T. Punchok, A. S. Bali, Shyam Lal, M. M. Sadiq and Johny William, Commandants of Jammu based Armed/IRP Battalions, senior retired police officers, prominent citizens and civil defence Wardens and Volunteers and police officers.
