J&K Speaker directs for uniform application of rules in Jammu & Kashmir Universities

 

 

           Jammu, March 2(Scoop News) – Speaker of J&K Legislative Assembly, Mohammad Akbar Lone today directed the Minister for Higher Education to adopt uniform guidelines for admission to various courses in universities of Kashmir and Jammu  and its affiliated institutions, in order to avoid any disparity with the students.

            The Speaker was intervening on an issue raised by  Basharat Bukhari during the Zero Hour.

            Minister for Health,  Sham Lal Sharma informed the Legislative Assembly that to further improve the healthcare facilities in Kishtwar, a new hospital is under construction at a cost of Rs.50 crore. The hospital is scheduled to be completed by ending March 2010.

            The Minister was reacting to a point raised by Prof. Chaman Lal Gupta.

            In response to an issue raised by  M.Y. Tarigami, the Minister for Higher Education,  Abdul Gani Malik apprised the House that the Government was making all out efforts to ensure all important strea in newly established colleges in the State, including that of Kulgam. The Minister said that all vacant posts of lecturers will also be filled up shortly.

            In reply to a point raised by  Vikar  Rasool, Minister for Consumer Affairs and Public Distribution,  Qamar Ali Akhoon informed the House that list of eligible drought hit families for free ration is being framed by the concerned Deputy Commissioners after conducting necessary survey. He said it is after the verification of the Revenue Department that the Consumer Affairs and Public Distribution Department, takes necessary action for provision of free rations.

            The Minister for Roads and Buildings,  G.M. Saroori assured the House that the Government will consider road connectivity in all uncovered areas of Tral Constituency under PMGSY, as per nor.

            The Minister was replying to an issue raised by  Mushtaq Ahmed Shah

             Abdul Haq demanded compensation for snow affected families of Kupwara district.

             Balwant Singh Mankotia drew the attention of the House towards the plight of striking college students who are demanding open choice in examinations and urged for initiating talks with them.

             Ashok Kumar demanded regularization of Chowkidars engaged under ICDS programme.

            Sardar Rafiq Hussain Khan demanded ambulance for Balakote and urged for provision of bus service in the area.

             Mehbooba Mufti demanded re-scheduling of dates for physical tests for the posts of Sub-Inspectors in Police Department.

             Harshdev Singh demanded timely utilization of central funds and

 a Degree College for Majhalta while  
Abdul Majid Wani demanded establishment of Degree Colleges in the rural and backward areas of Doda district.

             Mohammad Sharief Niaz demanded release of select list of Physical Education Teachers by SSRB, whileas R .S. Sharma demanded filling up of all vacant posts in Rajouri district, with priority to those who are at the verge of age bar.

            Syed Bashir Ahmed demanded improvement in the power scenario in his Constituency by setting up a new receiving station.

             A.R. Veeri expressed concern over the shortage of rations and revising the criteria for rations per family.

             Ashok Kumar Khajuria demanded timely steps to ensure adequate water supply in the summer months in Jammu city, whileas  Yashpal Kundal demanded improvement in water supply in Kandi areas of Samba district.

             Nizam-ud-Din Bhat sought intervention of the Government to ensure return of an elderly person of Bandipora from Pakistan, who was on visit to Pakistan and is ailing there.

             Nazir Ahmed Gurezi demanded airlifting of stranded people particularly students and those who had to appear for interview, besides patients of Gurez at Bandipora due to heavy snow fall.

             Bimla Luthra demanded improvement of power supply in rural areas of Samba and Kathua districts.

             Zulfikar Ali demanded early completion of receiving station in his Constituency to improve power scenario.

            Dr. Mohammad Shafi demanded setting up of a treasury office at Khag. In response, Minister for Finance,  Abdul, Rahim Rather said that a fresh survey will be conducted to examine its feasibility, as per nor.

             Krishen Chander demanded enhancement of remuneration to Numberdars, Chowkidars and VDC Members.

            Mir Saifullah demanded compensation/rent for those whose land is under the use of Security Forces.

            . Indu Pawar demanded streamlining of process for sanction of pension to various categories by Social Welfare Department. Prof. Gharu Ram demanded implementation of pension scheme under National Family Benefit Scheme to deserving beneficiaries.

             Mohammad Rafi demanded transparency in ration supply in Kullar and adjoining localities of his Constituency, whileas  Abdul Gafar Sofi demanded rationalization in the issue of ration and Kerosene dealerships

             Javed Mustafa Mir demanded setting up of Polytechnic Colleges, as per set nor.

            Peerzada Mansoor Hussain demanded regularization of employees working against migrant posts in Social Welfare Department in the Valley.

             Durga Dass demanded timely utilization of Constituency Development Funds.

            Besides,  Peer Afaq and  Baldev Raj Sharma also raised the issues of public importance pertaining to their constituencies.

 

100% funds to be released in April: Rathar

 

The Government is looking forward to release hundred percent funds for various works right in the month of April, during next financial year, to enable executing agencies to optimally utilize the working season, particularly in far off areas.

 This was stated by Minister for Finance, Mr Abdul Rahim Rather, while replying to a question by Ms Mehbooba   Mufti, during Question Hour

 

Replying to the main question, the Minister said that funds would be released to facilitate taking up of works early financial year and ensure completion within the working season.

 

The Minister also gave details of measures taken by the Government to enforce financial discipline and said that it has been resolved not to release any funds after the end of February, except in case of the need to divert savings, if any, for meeting the land acquisition, and to clear work –done liabilities relating to the earlier years (based on physical verification and authentication of expenditure incurred by the District Development Commissioners concerned).

 

 In reply to another question by Mir Saifullah, the Minister apprised the House that transferring the responsibility of annual plan formulation to the Districts was under the consideration of the Government, but it will become possible only when required expertise was available at each District.
