Srinagar, September 4 (Scoop News) – Asserting that relationship between the Centre and the State is based on Constitution (Application to J&K) order, 1950 and Delhi agreement of 1952, the Minister for Finance and Ladakh Affairs, Abdul Rahim Rather, today cautioned that any attempt to alter it, unilaterally shall have serious consequences.
Addressing largely attended public meetings at Sholipora and Waterhail in district Budgam, Rather Said that Sheri-e-Kashmir Sheikh Mohammad Abdullah had, in his, inaugural address to the Constituent Assembly on October 31, 1951, unambiguously specified the terms and conditions of the relationship of the State with India and hoped that the Centre will honour the sentiments and aspirations of the people of J&K in this regard. He said J&K State, unlike other states of the country, has a special constitutional status, and has the distinction of being the only state in the country to have its own Constitution.
"The legislative powers of the Union Parliament and State of J& K have been well defined in the Constitution of India as it exited on January 26, 1950", Rather added.
The Minister said that the state after passing through a long dark tunnel of turmoil and destruction is now leading towards a brighter era of reconstruction and development under the dynamic leadership of Chief Minister Omar Abdullah. He said a massive developmental programme is underway in nook and corner of the state adding that the day is not far away when J&K State will become a model prosperous state of the country.
Rather asked the Banks to provide hassle free credit facilities to the people to uplift their living standard as well as to give impetus to the business and economic activities in the state. He asked the banks to deal with the people humbly and politely, which he said, was imperative for bettering Bank-Consumer relations. He enjoined upon the people to invest loans in productive ventures to ensure their economic well being as well as to ensure maximum circulation of money. He also asked the Banks to improve their Credit Deposit Ratio especially towards Agriculture and other priority sectors.
Referring to the demands of locals, Rather directed the engineers of R&B to complete construction of Akarvail bridge within one month so that hardships of the people of the area are removed. He assured the people of the area that their all genuine demands will be fulfilled on priority.
The Minister for Science and Technology, Aga Syed Ruhullah also spoke on the occasion and assured the people that macmdemization of the Budgam-Sholipora-Waterhail road will be taken up shortly. He also assured to set up a Receiving Station in Sholipora village at an appropriate time.
