A conference of the youth wing of the DPN activists from Rajouri and Poonch distt., held at Jammu, under the chairmanship of young party leader and party incharge Rajouri and Poonch distts, Vipul Bali laid stress on the need of involvement of well meaning citizens and civil society members in diffusing any tension and conflict between the Govt. agencies and the people4 at large on one hand and among various communities and sections of people on the other.
Stating that such forums are occasionally formed temporarily to defuse irritants and clash of interests and outlooks over some issues, as has been experienced in the recent unfortunate communal tension at Bhaderwah, eventually spreading to other parts in Doda and Kistwar distts, the DPN has suggested that these bodies should be permanent and standing institutions, to nip any such incident in the bud. It has suggested that while citizen advisory bodies at divisional level should have seventy members and those at distt. Level should have fifty members each. These members should be nominated by the Govt. and chosen from among cross sections of the society and prominent persons from different communities and walks of life. These bodies can also function as a liaison between the Govt. and the concerned people in making the Govt. schemes and development projects successful, with the active involvement of the people for whom these are meant. This will help the benefits of welfare schemes of the Govt. fully benefiting the deserving sections.
Speaking at the conference Vipul Bali said that forming of these bodies will fulfill the assurances given by the Chief Minister Omar Abdullah to empower the command man and carry Governance at the door step of people at large.
The other main speaker at the conference was S Tajinder Singh, advocate General Secretary DPN. Besides Kapal Mahajan, Tarun Tandon, Avinash Mohatra and Gurpreet Singh also addressed the gathering.
