Jammu, Jan. 1: Voicing serious concern over the issue of reservation in promotion and the non-responsive attitude of J&K State Govt., the employees of reserved categories under the aegis of Jammu Kashmir Reserve Categories Employees Association (JKRCEA), frontal organisation of employees Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward classes (OBC), Residents of Backward Areas (RBA) and Actual Line of Control (ALC) categories are organising “Save Reservation Rallies” at Kathua and Udhampur districts Headquarter on January 3 (Sunday).
Lambasting the Government for its failure to come forward in defense of reservation in promotions, which was otherwise struck down by a judgement of State High Court, Dr. Sanjay Bhasin, President of JKRCEA while addressing a press conference here today said that in very near future, the association would launch state wide protest, in case the govt. will not resolve the issue by restoring the reservation in promotion. From the current situation, it seems that none at the helm of affairs at govt. level is considerate about this mayhem created due to striking down of those provisions of Reservation Act and rules which grant reservation in promotion, he said. Bhasin also urged the Ministers, MLAs, MLCs and other legislators especially those either form reserved categories or won due to votes of reserved classes to take up and pursue the matter vigorously and in a time bound manner.
Dr. Zabeer Ahmed, General Secretary JKRCEA while speaking on the occasion said that though there is huge resentment among the members of reserved categories due to striking down the reservation in promotion, but it is very unfortunate that the authorities have not been paying due heed to the plight these sections which is not a good sign of governance and these people have been losing their faith over the govt. Adding that the members of all reserved categories stand united over the issue and would continue agitating till the reservation in promotion is not restored, he also revealed that the people of reserved categories have been closely watching the stand and role of legislators and ministers towards protecting their right.
Pertinently, the J&K High Court, in its judgment on October 9, 2015, struck down some sections of the Jammu and Kashmir Reservation Act. The court struck down Section 6 of the Jammu and Kashmir Reservation Act, 2004, and Rules 9, 10 and 34 of the Jammu and Kashmir Reservation Rules 2005. The reserved categories challenged this verdict in the Apex Court and got the status quo over the DB judgement.
